Establishment of Censorship Committee
Modus : : In pursuance to the cultivation of a localized Pro-Social media landscape which can eventually provide Media Output to the Cities of the Earth, a Censorship Committee is to be imbued with authority by the District Council of City 13.
Censorship Committee : : By the decree of the Chairman of the Council, a Council (Party-Proportionally) Staffed committee is to be formed through a combination of appointment or volunteering among the District Council, appointments superseding volunteers. These Council member appointeers will take it upon themselves to facilitate, guide, and if need be, censor Media Output throughout the district.
Media Output : : Loyalists and Citizens of Good Standing may be permitted to produce and distribute media which may be either locally exhibited or exported to additional districts and even cities. Both scales of proliferation will permit profit generation off the production of these works, so as to further incentive said Media Output.
Capacity : : Loyalists will be granted up to two of the following subtypes of media production. Citizens of Good Standing may be granted one.
The Types of Media Production
Pro-Social Filmmaking
Modus : : Sworn in Filmmakers will be permitted to acquire necessary equipment and be granted the ability to coordinate with Civil Protection in order to ensure the safe production of public film shoots throughout the district. These films can be as simple as brief Public Service Announcements, or as complex as completed feature films to be distributed globally, upon review.
Pro-Social News Broadcasting
Modus : : Sworn in News Producers will be permitted Newspaper Publication and Broadcasting rights, which may be distributed throughout the city upon sufficient review and approval.
Pro-Social Book & Magazine Writing
Modus : : Sworn in Publishers may be permitted to print and distribute either fiction or nonfiction books and magazines composed of their own approved content or the approved content of other Citizen writers.
Pro-Social Posters
Modus : : Sworn in Poster Producers will be permitted to produce and sell posters advertising a number of the surrounding products or activities, or simply to spread supplemental Pro-Social sentiments.
Pro-Social Events
Modus : : Sworn in Party Planners shall be permitted to cultivate Pro-Social gatherings for a variety of reasons and cloaking of theme, any gathering of 5+ Citizens must obtain the supplemental approval of a local Civil Protection team.
Proctor Recruitment
Modus : : In the interest of not needlessly bogging down Civil Protection with regard to Media Output quality, Proctors shall be recruited by the Censorship Committee among those who are approved for Media Output.
Citations : : Recruited Proctors will be granted the permission to cite Citizens and Loyalists marked for Media Output. The purpose of these citations is to mark down production of Media Producing Citizens and Loyalist possibly Anti-Social messaging.
Repercussions : : If a Media Producer continues distributing media after receiving more than 3 strikes from a Proctor they are in full violation of the law and may face severe legal consequences after Committee Review should those strikes be deemed legitimate. If a strike is reviewed and found to be frivolous, a strike may be leveled upon the Proctor that handed it out. A strike may be removed if a Proctor applies a strike that later holds up to review by a Censorship Committee member. A strike may also be removed by a Censorship Committee member should the Loyalist or Citizen of Good Standing be recognized for having learned their lesson.
