PREAMBLE
The purpose of this bill is to establish the Assembly's commissions and modify administrative functions.​

ARTICLE ONE
For the establishment of the Committees.
​

1. On the administration and responsibilities of the committees.

(a) All committees established in this bill shall be defined as 'STANDING COMMITTEES'.​

(b) 'STANDING COMMITTEES' shall be capped at four 'MEMBERS.'​

(c) 'COUNCILLORS' must sit on at LEAST two 'STANDING COMMITTEES' and NO MORE than three.​

(d) 'STANDING COMMITTEES' shall have a 'HEAD MEMBER', appointed by the 'CHAIRMAN OF THE ASSEMBLY.'​

(i) 'COUNCILLORS' may not be a 'HEAD MEMBER' of more than two 'STANDING COMMITTEES.'​

(ii) 'HEAD MEMBERS' shall decide and accept, in good faith, the 'MEMBERS' of their 'STANDING COMMITTEE.'​

(iii) 'HEAD MEMBERS' shall, in good faith, decide the 'STANDING COMMITTEES' business and schedule, keep a roster of 'MEMBERS', and tally VOTES. ​

(e) 'STANDING COMMITTEES' may, upon simple majority vote in full session, vote to temporarily 'HOLD' a bill, that falls under its purview, for up to seven days for debate and amendment.​

(f) 'STANDING COMMITTEES' may, upon simple majority vote, propose amendments to a bill to be voted on simultaneously, but separately, from the main legislation.​

(g) 'STANDING COMMITTEES' may, upon simple majority vote in full session, exercise operational additions or changes to legislation that falls under its purview, in line with and in good faith of the spirit of the legislation. ​

(i) The 'CHAIRMAN OF THE ASSEMBLY' may nullify these changes at any time.​

(ii) The 'ASSEMBLY' may nullify these changes through a simple majority vote.​

2. On the committees and their duties.

(a) A committee of 'ECONOMICS AND BUDGET' shall be established to oversee the 'UNION BUREAU OF CREDIT', the district's economic policy, taxation, and budget allocation.​

(b) A committee of 'TRADE AND EXTERNAL AFFAIRS' shall be established to oversee relations with other districts and cities - where applicable -, alongside trade, treaties, and other delegations.​

(c) A committee of 'SOCIETY AND LABOUR' shall be established to oversee the 'CIVIL WORKERS' UNION', civil life, biotic affairs, and rights and responsibilities of the populace.​

(d) A committee of 'HEALTH, EDUCATION, and TECHNOLOGY' shall be established to oversee the 'CIVIL MEDICAL AND RESEARCH UNION', educational projects and institutions, public health, drug policy, and related projects.​

(e) A committee of 'SECURITY' shall be established to collaborate with the 'RANK LEADER COUNCIL', create criminal law, ensure the security of the district, and introduce 'MARTIAL LAW.'​

(i) The 'SECURITY' Committee shall hold sole authority to introduce a BILL to the greater 'ASSEMBLY' to enact 'MARTIAL LAW', upon a super majority vote in full session.​

(f) A committee of 'INTELLIGENCE' shall be established to undertake covert action against terrorists, and shall be given extraordinary internal legislative ability to accomplish said goal. ​

(i) 'MEMBERS' of the 'INTELLIGENCE' Committee shall be appointed by the 'DISTRICT OVERSEER.'​

(ii) The 'MEMBERS' of the 'INTELLIGENCE' Committee shall be redacted from the public, bar the 'HEAD MEMBER.'​

(iii) The 'HEAD MEMBER' of the 'INTELLIGENCE' Committee shall appoint at LEAST individual of the 'RANK LEADER COUNCIL' to sit on the Committee.​

ARTICLE TWO
For the streamlining of Assembly membership.​

1. On the removal of members in-session.

(a) 'PARTY LEADS' shall retain their ability to remove 'COUNCILLORS' from their party manifest.​

(b) Upon removal from a party manifest, a 'COUNCILLOR' shall have seven days to join a new or existing 'PARTY', with PRE-EXISTING membership of at LEAST one 'COUNCILLOR' in the 'ASSEMBLY' - bar the sanctioned individual.​

(c) Failure of a sanctioned 'COUNCILLOR' to do so within seven days shall result in their removal from the 'ASSEMBLY.'​

(d) Members of the 'ASSEMBLY' may voluntarily change 'PARTY' membership during session.​
