Imagine you are Arthur Eastgate. A recent working class transfer transfer from god knows what city to City 24, a metropolitan hub and considered one of the better cities of the world.
You'd be pretty surprised and think that the city is pretty safe, no? You couldn't be further away from the truth. The people can be weird as fuck, the workers union can treat their workers while supervising shifts as dogs, and there is countless dangers hiding under the ground, waiting to launch themselves to ravage and cause chaos amongst the district.
Arthur would have been walking back to his 'home' after a shift making glue. Checking that he received his credit coupon and his points allocated, he'd buy some random crap from the vending machine and head up to his 'apartment'. The same apartment that had every single piece of furniture 'donated' to the less fortunate citizenry from a recent incident.

Character backstory: So I was born in the U.S, California. When the xen stuff happened my family moved to Europe, France. When the seven year war happened, me and my family lived away from everything with a bunch of other dudes doing the same thing. I was 14 at this time. Eventually the group was found and stuff happened with the dudes and the Combine. I got sent to city thirteen and for 3 years I stayed in this nice city before being relocated to city fifty-seven. Not So Humble Beginnings
Ferris Oozy was born in the year of 1979 at the beginning of the Soviet-Afghan war. His household in Moscow consisted of his father Tikhon, who left Ferris’s mother Jooske Oozy, a Dutch immigrant, to care for Ferris along with his sister Sophie. Tikhon had left to fight in the war to provide a passive income to the family, but the wages could not account for the needs of the entire family. The life under a single parent household was never easy for Ferris and Sophie, their mother having to work 20 hours a week at a canning factory to keep up with the costs of living.
Early Life
Life stayed stale for a dozen years under the household in Moscow. Ferris had grown up to be a bright child under his mother Jooske, teaching him Nationalist values alongside the ways of Socialist practices. In all sense Ferris was growing to be the perfect Soviet Citizen. And with his dad back from the war in 1987, he alongside his sister could grow to be a normal family.
That all changed when the Soviet Union fell in 1991. Ferris was still a child, but he felt the world change around him. His mother lost her job at the local cannery, his father had his military benefits stripped from him in a bureaucratic accident. In just a year, Ferris and his family became homeless.
A Bad Upbringing
For years Ferris and his family lived in poverty. His father grew close to the bottle, alcoholism taking what little dignity he had left in him. His mother took to the streets to become a lady of the night just to make money to feed her children. Ferris and Sophie lived many years under the care of a local Church. Life stayed the same for nearly a dozen years again.
Then the Portal Storms happened. Like the rest of Earth, Ferris’s life was turned upside down once again as Xen creatures appeared in the skies. In the first few days of the storm, Ferris lost his father Tikhon to a manta ray attack. While he did not see it, reports claim the manta fired upon a bar Tikyon was visiting, ending the lives of all patrons in an instant. Moscow came upon lockdown, the full force of the Russian Military bringing its might to the City. The attacks of the Xen seemed to be of little threat after a year of organization from the Russian military, but that was only temporary.
Unification
May 2004. The Seven Hour War happened overnight for Ferris. A night that humanity fell to its knees under the Universal Union. His mother was out working the streets of Moscow when it went down, and Ferris never heard from her again. He and his sister became a part of the newly formed City 3, one of the first Cities on Earth for the Combine to hold its dominion over humanity. Unlike the Russian Federation, Ferris and his sister actually had a chance to climb the ranks in this new Society. He joined the 41st Division of the Overwatch Standard Forces years after the Combine Occupation. In his time in the OSF, Ferris manned the walls of City 3 alongside the 41st for four and half years. While he saw little action, his loyalty to the Union grew. A Soldier. That was his destiny he thought to himself, just like his father. Years passed and he was transferred to City 24, sadly having to leave his sister behind in City 3. Ferris’s new work under the 24th Division has been anything but satisfying. Having only been called for a meeting once with the 24th, and been only on a few sessions to the Airbase along with one mission to France, his work has become stale in the OSF.
