Alone, in a cramped office that seemed more fit for a janitorial closet than anything, sat the lanky figure shrouded in darkness and mystique. Suddenly, the black dissipated as a bright white filled the expanse-- reaching the deepest corners and seeping onto the roof. It was the hum-buzz of a compact computer, the man hunched over was reading off of.

An invitation to the wilderness? How mundane. That was until the man's eyes lit up, as the computer processed the text detailing benefits and rewards.

He took a glance around the room filled with unpacked cardboard boxes, which made his decision much clearer: nothing was ever waiting for him here.

He needed to get through this ASAP, who knows how many poor saps would be applying for this position? Maybe this was a test of loyalty, to see if he's willing to step up where he needs. The man could only dream!


His spindly fingers quickly tapped away at a response, haphazardly checking for errors before slamming down upon the submit button.

He leaned back in his chair, giddy as ever! His big break had finally arrived, gift-wrapped in a short message... If only he knew what he was getting into.

Mr. Acosta had, for the entirety of his life, lived in the country of Mexico. When the portal storms struck, and the Combine soon infiltrated, he was quick to surrender to them; believing that the Combine would treat his family better than the savage Xenian beast would. He soon came to hate the Combine but quickly assimilated to their societal norms in fear of severe consequences occurring. Eventually, with every passing day and every event, he soon found himself succumbing to their wrath. Piece-by-piece, his sense of morality morphed as his thoughts began to reshape.

What if those propaganda posters were true? What if every speech given by the Administrator spouted realities, that the terrorists seek to destroy and ravage our lands? It did line up, all those gang shootouts which blanketed the cities, all of those innocent civilians being strung up like dolls because they crossed the cartel's paths. He couldn't blame it on the Combine, as these things were the norm long before they ever came. Telesforo had broke, now believing that humanity needed fixing-- and that the Combine was a gift sent from God to do just that.

He decided he needed to band with them, in hopes of being able to be one of those "fixed" by the Combine. He climbed the ranks of loyalists in a short amount of time, which caught the notice of the Civil Administration. They took a liking to him, and eventually, he clambered up the ranks. It was tough-going, testing every bit of his loyalty-- and he passed with flying colors. He soon found himself seating cushily in his Councilmember position, looking down upon those he betrayed to get up there.

Not long after, though, the Xenian Malnigancy tore its way through the walls and ripped through the Civil Protection and Overwatch Soldiers. His councilmember position was short, as he was quickly evacuated to a temporary site to be housed until the situation hopefully cleared up. However, it never did, and Telesforo was stuck in a transit cycle of being relocated. His position was torn from him, but he already had the taste of greatness-- and he needed more. He scrambled for anything that could bring him back to the power he held until he found the message.

It was almost a miracle, and Telesforo quickly jumped on the opportunity to be whisked away into the frozen wastelands. He prays that his overseers will see these acts, and consider him for a much higher position in a well-respected city. Just like everyone else there, however, he is trapped along with them-- destined to most likely die, and never see anything but snow for the rest of his life.

He believes he is beating the game, when in reality, he is nothing more than a minuscule pawn in the Combine's much larger game.

Ex-minister of commerce for city 21, Kauffman is a firm believer in the "greater good", willing to sacrifice the few for the good of the many, however, when it came down to it he was too much of a coward to give his life for the good of others. He is forever traumatized after leaving the people that trusted him for dead in the malignancy zone.

Kauffman portrays himself as a kind and caring person, always attempting to find a peaceful solution to problems, these features are rare among the Combine's administration for a reason, they can often conflict with the Combine's goals.

  • *Why do you want to play this character?: I want to play the character again, he isnt the type of character I could bring to the main server considering he was a member of the city 21 CCA, I think this event could continue his story with the Xenian malignancy zone.

  • Full Backstory:
  • Richard Kauffman was previously the Minister of commerce for city 21, overseeing all aspects of the DOB and CMU. Kauffman forced the city 21 CWU to take a proactive approach to fighting the approaching Xenian malignancy, this approach resulted in the deaths of a number of workers, though it managed to slow the spread of the infestation for a few months.

    Kauffman was one of the only surviving members of the city 21 administration, everyone else either died or fled before the infestation reached the city. After the city became overrun by the infestation, the transhuman arm began slaughtering anyone that wanted to escape the city, including other Combine forces. Kauffman had the surviving MAA and Civil Protection forces go AWOL, defending themselves against the OTA sent to prevent them from escaping.

    After the city 21 remnants base was compromised by the transhuman forces, the survivors were forced to relocate, packing up and taking an old train to a cabin on the other end of the city. After arriving at the cabin, the rogue Union survivors came in contact with a number of rebels and refugees, Kauffman attempted to broker peace between the two groups, eventually. It was decided that the groups would work together to make sure the cabin is protected from the transhuman forces.

    As the groups settled in the cabin, a voice was broadcasted across the city, the voice was that of a CPRD scientist, Doctor Hex Sanchez. The doctor asked that Kauffman come to his compound, unarmed and alone, Kauffman agreed, hoping to find a way to evacuate the survivors. After arriving at the compound, Kauffman found that it was empty, the combined UU and rebel groups managed to kill the last of the transhuman forces, leaving the compound unprotected.

    Kauffman spoke with Hex, discovering that the CPRD had found a way to stop the infestation from progressing, PROJECT VENUS. The CPRD discovered that radiation prevents the malignancy from growing, with this in mind they constructed a massive machine in the compound, this machine was capable of blasting the surrounding area with radiation, preventing the malignancy from spreading.

    Hex turned off the compound's anti-air cannons so that the survivors could escape, shortly after doing this, a number of flying Xenian Mantas attacked the VENUS machine, destroying it, and dooming Seattle. The survivors were left with no other options, Seattle was beyond saving, and the surviving Combine and rebel forces quickly turned on each other after finding out that there were only a few escape vehicles, and they wouldn't fit everyone.

    While the rebels and Combine forces were searching for a way to escape, Hex and Kauffman quickly took as many as they could and quietly fled the city via boat. Kauffman had inhaled a near-lethal amount of spores by the time he escaped, leaving him with permanent lung damage, but the guilt he has after leaving the people that looked up to him hurt more than anything.

    Hex dropped Kauffman off at a Union installation in Alaska, Kauffman would have been executed for treason had Hex not pulled some strings. In exchange for his life, Kauffman would be forced to ensure Alaska doesn't fall to the malignancy. Kauffman was selected as the Mining Overseer for the oil mining operation in Alaska, his knowledge of the malignancy and history as the minister of commerce may help him with his new job.

Brief summary of the character?: A disgraced Minister who once had everything he ever wanted, and has now been sent off into the wastelands of Alasaka for last chance of getting it all back. He's someone who struggles between doing the right thing for his workers and doing what's best for him, he is corrupt and owes allegiance to no-one but himself, yet genuinely cares for those under his charge and wants to help them, whilst still helping himself even more.

Why do you want to play this character?: I'd like to play Faisal because it'll be very interesting to have a window into the pre-famine City 40, when the old Administration was at the height of its power. Faisal is very much the last remnant of that era of opulence and decadence, so having him be thrust into the freezing hell of this drilling expedition will be a massive change for him. Despite his experience with Oil Drilling, Faisal's a complete "Fish out of Water" in Alaska and as far from what he knows as possible. I think his slow adjustment to the new situation and internal conflict with him trying to balance helping himself and helping the workers will be enjoyable to RP and for others to RP with. He's a very complex man and no matter what happens on the expedition he will leave it a very different person than when he arrived, all influenced by the actions of the players and his own choices.

  • Sheikh Faisal Pasha was not always the Overseer of a tiny, cold and forsaken little drilling site in the middle of nowhere. He was not always the sad and pathetic figure he is today, just trying to survive and return to a homeland he is so very far away from. He was not always this way, and perhaps one day, he will return to his old self.​

  • But for now, the old Sheikh Faisal Pasha is nothing more than a memory, relived over and over again as the cold, harsh Alaskan winds batter against frozen glass and the disgraced Overseer lies awake at night, trying desperately to remember the warmth of the desert sun and feeling of sand beneath his feet.​
Part One - A Land of Wealth and Opportunity

"Oh the early days of City 40, how wonderful they were! I don't care what Moses claims, I made the Agri-Zone a success, I gave Cairo prosperity! I did it all! What happened later was... Not my fault, I was just their fucking scapegoat. But before then, before then it was paradise on earth. Parties at Gezira Island every weekend, letting the NRAU run things on their own whilst I collected my paycheck and took the profits, private trips down the Nile on the Administrator's barge... Those were the days..."

When the dust of the seven hour war settled, Cairo was one of the first cities to be rebuilt and settled by the dispossessed citizens of the newly conquered Earth due to one reason and one reason only. The Nile. A goldmine of food and agriculture, the Combine were swift to establish the now infamous "City 40 Agri-Zone" as its primary asset, afforded a generous Overwatch Garrison in the Black Pyramids installation and given a blank cheque to develop and cultivate the land into a giant, industrial farming operation, one which could feed the world whole. But such a zone would need an Administrator, an overseer to ensure it was being run correctly and efficiently, not to mention the managerial tasks bound to come with such a gargantuan project. The Combine needed someone with experience, someone local enough to not have any major language barriers but not someone too prominent or popular that the workers could rally around if they decided to go rogue.

Enter Sheikh Faisal Pasha, born into a life of wealth and opulence in the United Arab Emirates, the son of a senior Abu Dhabi National Oil Company Executive and a rising star within ADNOC Drilling, being a widely praised plant manager before a speedy promotion up to higher management. Whether or not the Combine realized Faisal's meteoric rise was more to do with his father's influence than his skill as an administrator will never be known, but they appointed him "Minister for Agricultural Development" all the same. And so began the tale of Sheikh Faisal Pasha...

With absolute power within the Agri-Zone and permission to run it however he wanted as long as production remained high, many expected Faisal to be a petty tyrant, a cruel overlord squeezing his workers dry for profit and efficiency. The self-appointed Sheikh surprised everyone when he was very generous to the workers in his Agri-Zone, offering generous hours, decent pay, and good conditions, on the condition of higher than normal production quotas. The results spoke for themselves.

After a few years of direct rule, Sheikh Faisal was basking in the glory and fame heaped upon him by his fellows in the C40 CCA. Thousands of citizens volunteered for the Agri-Zone and production shot through the roof. Everyone was happy, and Faisal most of all, as amongst the titanic boost in production, small shipments would occasionally go missing. Sometimes a truck would fail to show up, other times a barge simply vanished along the Nile. On one occasion a Razor Train car decoupled in transit and was lost forevermore. These were always dismissed as accidents, or accounting errors or attacks by Xen creatures. In reality, Faisal was selling supplies to whoever paid for them, and he took a massive cut of the illegal proceeds himself. Slowly but surely, Sheikh Faisal Pasha was becoming City 40's richest man, and perhaps its most popular too.

As the years went by and Faisal's bank account grew and grew, he became tired of running the colossal Agri-Zone's day to day operations. He'd done his part, the workers loved him and had good lives (By Combine standards), the Agri-Zone was more productive than ever, and he was receiving a massive paycheck in addition to all the money from his illegal operations. Why should he be stuck on the banks of the Nile running a glorified farm when he could be enjoying the fruits of his labour in Cairo? And so, when an enterprising new manager by the name of "Moses" came forwards with a proposal for the N.R.A.U's formation, Sheikh Faisal agreed eagerly, unknowingly setting in motion a chain of events that would cripple a sector, topple a government and ruin him completely.

Now freed from his obligations, but receiving the paycheck all the same, Faisal returned to C40 in triumph, and began to live the high life with his equally corrupt fellows in the City 40 Administration, ignoring the desperate pleas from his remaining loyalists in the Agri-Zone to return and their warnings about Moses' takeover of the N.R.A.U. Faisal did not care, he was too busy relaxing in his luxury Gezira suite and cruising on the Nile to care. After all, what was the worst that could happen?

Part 2 - A Land of Betrayal and Rebellion

"Moses... That bastard started it all with his stupid revolt. Why couldn't he have just stayed loyal? Why didn't I appoint Abdullah instead? Why didn't I... Why didn't I do my job and actually manage the fucking Agri-Zone instead of running off to C40 so I could pretend none of this ever happened! If I had just... It changes nothing. I messed it up and got all the blame, all of it. Ramesses' coup was a miracle, never thought I'd be thanking him of all people for saving my life. Then again, he's practically killed me already by sending me to this hellhole. At least I have a chance here. Right?"

When the N.R.A.U declared their independence from City 40, Faisal's world turned to ash around him. To the world and the people of City 40, everything was fine, there were simply new procedures when it came to food being transported out of the Agri-Zone and as part of administrative reforms, the office of Minister for Agricultural Development was being disbanded. Inside the CCA, the grim reality was made all too real for the once-untouchable Sheikh.

His credits were seized, as were all his assets, he was made to take full responsibility for the N.R.A.U's secession in front of enraged Sectorial officials and he was confined to house arrest in a forgotten corner of the Nexus. Once a man who could challenge and defeat the CA in his own court, Faisal was now little more than a prisoner, brought out of his cell to read public apologies and act as a magnet for the people's hatred towards the CCA when the N.R.A.U - C40 war began and the food crisis started in full.

Sheikh Faisal Pasha became a name so hated, it was and still is used as a common insult and curse in City 40. Humiliated and broken, Faisal was powerless as he watched the people he had genuinely cared about, even if as a means to enrich himself, turn against him. This time there was no miraculous offer of a powerful yet cushy job coming, no-one there to protect and shield him from his own mistakes. Faisal had well and truly fallen from grace, perhaps forever.

As Faisal languished in his gilded cage, his former friends in the C40 CCA were panicking. The N.R.A.U had revolted and the brief peace between them had broken apart yet again. The people were starving and now called for the CCA's and not just Faisal's blood, whilst Sector 10 was being hit with the full force of a famine and their Sectorial Administration were demanding answers. There was even talk in the air about the Global Administration stepping in, such was the price of their incompetence.

So busy were they fretting over how to find a scapegoat and survive what was coming, they never noticed Overseer Ramesses Salah slowly preparing his coup. When the time came, the Administration was overthrown in a matter of hours, only realizing what was happening when Ramesses and a squad of MDF stormed into the CA's office and announced the entire CCA's immediate arrest for treason.

Only one of City 40's CCA survived the coming purge, Sheikh Faisal Pasha. He only learned of the coup 3 days after the previous CA's execution and Ramesses' swift inauguration. Still kept in his glorified cell, Faisal spent many weeks, then months, wondering why Ramesses was keeping him alive. Perhaps he had simply forgotten about him? Maybe he was planning to ship him off to Sectorial when the N.R.A.U issue was solved? Could he be trying to exonerate his name?

5 Months after losing everything, Sheikh Faisal Pasha would at last get his answer.

Part 3 - A Land of Ice and Black Gold

"When I lie down at the end of every day and try to get some sleep, I always see him first. I keep reliving that moment over and over again, as if perhaps there was a third option I never saw. It doesn't really matter, I'm stuck here back in a land of Black Gold. How ironic, my whole life started among these drills, now it could end among them in a foreign land. I have to do this, I have to prove myself. Only then do I have a chance of returning home, and the slimmest chance of getting it all back."

Sheikh Faisal Pasha was tired.

For several hours now he had heard nothing but chanting and cheering from citizens on both sides of the Nile, the lingering effects of Over- No, Administrator Ramesses' bold announcement. He did a flair for the dramatic, and was damn good at it, conceded Faisal, mulling over what he had heard as the cheers continued in the background.

The "New Egyptian Revival Movement" That's what Ramesses was calling it. A fusion of the Egyptian past, present and future. The Egyptian world, the Arab world and the Combine world coming together into one. Regardless of how Faisal felt about it, he couldn't deny the people loved it. They loved Ramesses, much like how they had loved him once. They had once loved him...

The door to his room suddenly swung open as a pair of Osirian Legionaries entered, Sons of Amun-Ra it seemed judging by their red and black uniforms. And that could mean only one thing, quickly smoothing down his expensive disdasha and realigning his ornate keffiyeh before the Administrator of City 40 himself, the aspirant Pharaoh and absolute ruler of all Egypt himself, Ramesses Salah, strode forth into Faisal's spacious room, accompanied by a single aide.

Unlike most of his fellows in the Global Administration, Ramesses wore an elaborate officer's uniform, the same one he had worn when he was a Colonel of Egypt before the war yet with swapped out patches displaying Combine and City 40 emblems. A long line of medals, old and new, sat neatly across his chest, and with a purple silken sash decorated with the badges of the various offices he held. Administrator of City 40, Overseer of Civil Protection, Colonel of the M.D.F, Chairman of the NERM, Supreme Commander of the Legion of Osiris. The amount of power he had managed to centralize onto himself was proudly displayed for all to see. Faisal did have to admit, it was quite impressive.


"So, this is what you're up to these days Faisal, bit of a dramatic fall eh?"

"Yes my Pharaoh, it was all my fault, I should never have allowed the N.R.A.U to form, never!" Replied Faisal, bowing low, prompting a groan from Ramesses.

"Stop groveling and pull yourself together, I have a task for you, and a way by which you can prove yourself and perhaps find a spot in NERM, provided you excel at this and show me you're not going to create another N.R.A.U out of laziness."

"I- Yes, yes of course, I will apply the same dedication that I did back when I first started running the Agri-Zone, I'll make this work! I won't make the same mistakes again, ever!"

"Good, because if you do then the chanting crowds out there will be the least of your worries, Combine rarely gives second chances, honestly I'm even not sure if those idiots know how badly you fucked up. Either way, this is a final chance for you to get back on top, and a chance for City 40 to prove the supremacy of NERM. Succeed, and I'll give you a full pardon and your old job back, with more supervision of course. Fail, and I'll see to it that your legacy will be one of failure, corruption, and cowardice."

Indicating to his aide, the suited woman stepped forwards and handed Faisal a letter, addressed to him from something called "The Committee on Alaskan Drilling and Mining Expeditions" Unfolding and reading through it, Faisal let out a snort as he reached the end. A suicide mission for failures like himself no doubt, one last distant chance at redemption with a far higher chance of ending up a frozen corpse.

"I've already taken the liberty of sending your gracious acceptance of this kind offer to the Committee, all that's left is for you to take the next available train to Alaska, there is a car waiting for you in the courtyard that'll take you to the station. Don't be late."

"I understand Administrator Salah, I will not fail you."


"Good, we'll talk again if you return. I have some... Plans that I think you'll be very interested in. Until then Sheikh Faisal Pasha, and good luck."

As Ramesses and his entourage left the room, Faisal began to shake. This was it. This was his chance to get it all back! All he had to do was spend who knows how long in a freezing wasteland, beset by alien horrors running an oil field again. It was like a dark parody of his time in ADNOC, a cruel jest as punishment for all he had done. Looking down at the letter in his hand and back to the Son of Amun-Ra carefully watching over him, Faisal let out a sigh and resigned himself to what would be almost certain death.

But as he walked out of the room for the first time in months and was guided along towards the courtyard by the guards, Faisal felt something he had not felt in a long time. The chance was slim yes, it was small but it was there. If he could do this, if he could pull it off...

It was only as he entered the car and saw the midday sun dancing through the windows that he realized the letter in his hand had given him something he'd lacked every day in his comfortable prison.

A chance.

Why do you want to play this character?: Looking how I've been handling Hoxworth recently, with his numerous miss-conducts, including the i17 incident (HHA) I believe it would be a good way to prove both to the Benefactors, and the administration, that he is capable to be put in higher places. This would possibly give him the desired redemption he seeks.

Brief backstory: Michael Hoxworth has genevan blood flowing in him from the moment he was born. He was home-brew pre-war genevan, with his mother being swiss, and father finnish. During his past, he's been actively going through many jobs, saving up money trying to get to his dream university. He was an electrician, a store worker, bodyguard at a nightclub, night shift guard at a pizzeria. He's been through a lot of jobs. Ultimately, he was able to save up enough money to get to the university he wanted to go. Then, the combine came. During his second year, the cascade resonance and then seven hour war happened, forcing him to stop his studies and seek shelter. After everything calmed down, and the cities have been created, he's been relocated back to his hometown, now city 24. There, he's been through a lot. He progressed his career in the CWU, as well as met his downfall. Currently, it's uncertain what he wants to do with his career.

Brief summary of the character?:
Heinrich is merely one of the people in-charge from one of the Depot Centers across the world, being someone who has specialized within the mass-management of train-lines, refinery of products, and the rest of the such - This allows him to have a large set of experience when it comes to overlooking the operations within the Alaskan Wastes, specifically more to the ideal of Communications and Refinery Operations.

I also do apologize for the small-size of this application, the previous one wasn't saved due to a power-outage, so I had to redo it.


Why do you want to play this character?:
Normally with events in this case, I'm more or less stuck on the side-lines, so I wish to have a place where I can organize others properly, it's also the whole setting of the story that makes me wish to play this character on there.

Stated motives to partake as overseer: I want to serve the Universal Union
where my skills are needed the most. The expedition in Alaska also allows me
prove the convictions that have lead me to become promoted to Tier-Four recently.
The youth in Alaska needs to be inspired and effectively put to work, lest they want
to freeze to death out there, I'll help them along!

Previous occupations, conducive to the position: Education for
engineering at the university of Dresden, GDR. Supervisor of Resource
Production for the C-W-U in C24 District 43.

Why should this position be entrusted with you, dearest applicant:
I am educated enough and I have the neccessarry will to keep going in
such a harsh environment. An old man doesn't get to my position if they
can't sink their teeth into a goal and not let go until they get it. I will not disappoint.

Hard engineering work and labour are my life, and this position sounds like
the perfect way to channel this passion into something useful. Everyone will
work, not only together but hard, I will make sure of it.
If approved for this position, I will make sure my station runs effectively. Labour is
the fuel that will keep us going and if there's something I can do, it's
work and make others work!

Reasons to play this character:
I would love to play Weaver in an unfamiliar setting, he has been with me for about four months now, but only ever in C24. Even in i17 I couldn't attend. I wish to see what impact this has on him as a character, which decision he would have to make in a coordinating role for the Combine, especially given his moral conflict concerning the empire.

What does this character contribute to the setting / event:
He is neither a clear-cut rebel nor a clear-cut loyalist. He will take decisions for the good of the people that work under him, perhaps even decisions that stand contrary to the goals of the Combine or the other Overseers. He is stubborn yet forced by his own morals to act this way.
I could see him leverage his crucial position and the oil he drills to gain better living conditions for the people in his camp / provide other interesting RP scenarios from a person, who is in a position of power in the Combine hierarchy, yet has morals that don't align with it, especially since he can't be reprimanded by Civil Protection on the spot.

A short summary of what your character would be like in the event:
He demands heavy and good labour from the people under him, but he doesn't feel or want them to treat him like their superior. He's cordial and friendly around young people that he deems diligent, honest and hard-working. To them he is generous and rewarding, giving out his own stuff or spending large sums of credits for them, demanding nothing in return.
However he would also not have come as he has far if he wasn't aware of the dangers of the Combine / any other regime. He is cautious, he thinks about his actions and he is non-confrontational. Lastly he will do anything in his power to avoid deaths and suffering on his station.
