Communication with City Seventeen has fallen silent, forcing City Twenty-Four into a state of autonomous management. Rising chaos, widespread desertions, and escalating instability across the region have brought the Administration and overall future of the region to uncertainty — a turning point in our time.

Priority Overwatch assets and critical support elements have been diverted to reinforce City Seventeen, leaving City Twenty-Four with only the bare minimum forces required to remain operational. In a bid to preserve control and consolidate what remains, the Administration has ordered the full recall of the Genevan Guard and all Overwatch detachments stationed along the Iberian frontier.

This withdrawal has left the Iberian frontier exposed, allowing Xen infestations to surge unchecked into the lands of southern France, leaving nothing but wasteland and death in its path. The Western Bulwark — thought of as the new resource bread basket has fallen to the Xen infestation. Now, all that remains is the defense of City Twenty-Four and to hold the line against insurgent elements and contain the spreading xen infestation.

1.​	Immediate recall of all Genevan Guard and Overwatch forces from the Iberian frontier. Genevan Guard units are to secure the borders of Greater C24, while Overwatch assets are reassigned to reinforce and defend the capitol.
2.​	Full withdrawal from the Western Bulwark is to be executed immediately. Redeploy all forces to reinforce Greater C24 and dispatch every available extracted resource shipment at once to City Twenty-Four.
3.​	All non-essential Overwatch assets to be relocated from C21 and i24 to reinforce City Twenty-Four.
4.​	All essential Civil Administration figures to be relocated to City Twenty-Four for administrative consolidation
5.​	All outbound relocation of goods, people, and services from City Twenty-Four, i24, or any part of Greater C24 is prohibited. All roads and transit routes leaving these territories are to be closed and secured.
6.​	Construction of guard towers, barriers and checkpoints to immediately begin surrounding the core plaza area of central City Twenty-Four.
