AN EMERGENCY ACT

2025

AN ACT​

In accordance with the Emergency Council created by the Consul of Industrial Twenty-Four, within the parameters of emergency-time authority vested within the Office of the Consulate, this legislative act stands as an exigency, and contingency, for the reinforcement of Industrial Twenty-Four. The following will outline key decisions to be enacted district-wide for the predicament of a probable attack on City Twenty-Four, and its sister-district, Industrial Twenty-Four.

BE IT ENACTED THROUGH THE CONSULAR PRESIDIUM AND CONSUL
§1. The Emergency High Council shall be made an official emergency-time committee, made up of remaining High Command Functionaries, Section Command Functionaries, High Councillor(s), and the rest of the Office of the Consulate, including the holders of the positions of Consul, Premier, Secretariat, and Consulate-General along with their chosen Vice if applicable. The Consul shall hold the title of the “Head” of this Emergency Council, his final say being binding.​

• The Emergency High Council shall hold supreme authority over the jurisdiction, rule, and security of Industrial-24 until the OCIN tower is repaired, and connection has returned across Greater Twenty-Four.​

§2. The Industrial Twenty-Four Civil Workers’ Union, due to mass desertion of rank and file management, according to the mandate of the Office of the Consul, with invested trust by our Administration in City Twenty-Four, shall undergo emergency administrative direction, being centralized under the auspice of the Emergency Council, under the weight of the Consul’s hand, thereby, granting Emmanuel J. Mundi temporary emergency directive over the administrative, and management structure of the Civil Workers’ Union, in so as much to retain proper hierarchy through the expanded upon new managerial assets mentioned in sub-section FOUR of this act.

§3. The Industrial Twenty-Four Civil Workers’ Union shall henceforth halt the production of luxury amenities, and items deemed detrimental to socio-security. Production orders shall have their management handed over to Command Units within Civil Protection, and for sake of centralized brevity within the Emergency Council.

§4. Whereas the Civil Workers’ Union faces mass desertions, strikes, and shortcomings, the Emergency High Council shall leverage the authority given to the Office of the Consul to fill in any deserted key positions within the Civil Workers’ Union Management, or any other organization with supplementary personnel where need be. The District Manager shall be notified of any potential supplementations – if said manager has not deserted themselves – and be fully cooperative throughout this process. Additionally, the mentioned names below shall, henceforth, be immediately promoted into the Party, and attain a Managerial position within the Civil Workers’ Union for their loyalty to the Administration, and Consul;​

§5. Henceforth, with the imported emergency supplies provided to I24 from Lyon, all members of the Civil Protection garrison, and conscripted forces actively protecting I24 shall be awarded doubled rations, and medical supplies.

§6. The Civil Workers’ Union shall undergo emergency scrapping of unnecessary infrastructure to further support an entrenchment of the Industrial district. Heightened workshifts must take place, and the workforce shall be conscripted for said workshifts. Medals shall be awarded to loyal, and hardworking citizens, and CWU workers for morale reasons. Managers may come up with further morale-boosting ideas.

§7. (If reactivated) The Conscripted Stabilization Forces shall henceforth be allowed certain jurisdiction within Industrial-24 and its outlying region during these trying times, with the intention of assisting, and reinforcing Civil Protection. Civil Protection may execute any non-obident, or resisting Conscripts as they see fit. Their highest “Commander-In-Chief” shall be the Consul in all regards, and therefore, are responsible to coordinate their efforts down the chain of command, alongside further communication with the Civil Protection garrison, and their own command.

§8. Effective date. This act shall take effect immediately upon its promulgation.​
