With the triumphant tenure of Henry Blaire ending amicably without serious challenge or adversity faced and the once entrenched potency of his reign now reverting to the control of the Legislative Diet, one of City Eight's most preeminent ranks is now empty — that of the Legislative Diet's Chairperson.
In the new paradigm established in the wake of Blaire's reign, it would seem the Diet itself stands emboldened on a warpath against the more contentious elements of the old administration, with the old administration themselves contesting them at every step, though to varied results.
As a new bout of elections begins, and the torch of leadership braces itself to pass from one hand to another, some in the Diet rear their heads in trepidation, uncertain of which shepherd will assume leadership of the Diet and, most worryingly of all, whether they will be able to continue the momentum of Blaire's efforts.

All applicants must have a GOAL. The goal in question reassures the CCA Lead that you have some intention of running the Legislative Diet Elections and not just wanting the coveted throne. The CCA Lead must OOCly verify that YOU, the applicant, is fit to OOCly run the faction. I've no intention of interfering with the goals submitted, but you must show me your plan to do SOMETHING.
REMINDER. I'd recommend being 'cautious' in how your character displays their campaign. Do note that the Ministry of Civil Protection and the Combine are watching your candidate. Anything otherwise considered 'against' the Combine's interests, ex. (calls for total democracy, abolition or reduction of re-educations) will likely be punished accordingly, IC. GOI. Additional authority and responsibilities to appropriately affect how the city operates will be granted to the Legislative Diet Faction once the elections conclude, pending some additions to the Gears of Industry Terminal. Changes will encompass the Legislative Diet voting on how the City Fund is distributed amongst the Faction Budgets. This will impact the amount of resources ICly available to every faction. I. PREAMBLE
It is not sheer coincidence that led to us being discovered by our Benefactors. It is through sheer will that we've reached to the stars - and at last, our calls were answered. Our hunger stilled. Our wars diminished. And yet, we crept backwards. Our progress is now within the shadow of our decandence. At risk to be forever forgotten due to our own failures. Our inactions. It is a war with ourselves. A war, which we must win at all costs. Or risk utter anihilation.
It is why our discipline cannot falter, why our will cannot wither. We stand proud during these times. We cannot let our progress, our achievements be so easily forgotten. It is why we must take matters into our own hands.
II. THE ADMINISTRATION
Our model and restructuring focuses on two aspects: efficiency and loyalty. We must not forget the principles that we have shared and relied upon the past. Such, a purge of the bureaucratic bodies must take place. Institutions such as the commission of "morality" must be immediately removed. We cannot doubt our Benefactors. Our metropolice and conscripted reserve stand glorious and their strength shall not be doubted by any dissidents among us. We must reform at once.
III. PURPOSE
Without a structure, we cannot hope for societal progress. Societal progress constitutes represents the accord between the people and the governing bodies. Thus, it must be enforced; nurtured and grown. Our accord, was written with the expressed purpose of increasing the administrative efficiency and while fulfilling and several criterias:
1. All must work.
--The city will begin its rise from its decadence at once. Every able-bodied person will be mandated to attend workshifts on a constant basis. Be it clean-up, be it something else. Indolence will be no more.
---We must not forget the heroes of our glorious city. For there are those, who never rest. Those, who refused to rest even when commanded to. These heroes will receive special recognition and further benefits to accomodate their living standards.
2. Administrative efficacy and efficiency.
--Our city suffers greatly from the closure of our shops. We must immediately take this matter into our own hands, and re-establish a nurtured economy ran by none other but the people. It is YOU, the citizen, who will stand to profit.
---A good administration is an administration that is willing to adapt. Regardless of ideology, we must be ready to combat problems from inside and outside. The doctrine will be put into place effective immediately.
3. Security and provisions.
--Security does not come in a single form. It is not just a matter on the physical level. While our most esteemed protectors ensure that no anti-civil elements get into our city, so too, will our bureaucracy ensure that no crisis or shortages of supply will occur.
Our goal is clear, our will is firm: security, for all. In all aspects. No matter the cost.
4. Cooperative Initiative
--The army stands proud and tall. We must ensure that we can accomodate the need of every ministry located within the city be it either by providing supplies or security. Cooperation is paramount to success.
