Cannot load into the server because of "materials/effects/vector_render.vmt"

Hey all, so I've tried getting onto the server today to no luck. render_vector is getting on my ass stopping me from actually joining.
Everything loads in just fine until it gets to downloading stuff, once it starts trying to download render_vector.vmt gmod just freezes up entirely. I ended up unsubscribing from ALL of my addons (ouch) and installing only willard related content, to no surprise, gmod freezes on render_vector.
I have tried looking this issue up but all I was able to find was some poor dude who never got a reply on steam forums anyways.

Difference is between me and his case though is Garry's mod just freezes with no luck and I have to shut down gmod. Sat at the same screen for about 20+ minutes before just saying fuck it

I've tried running gmod on 64x, I've tried waiting, I've tried to verify the integrity of the game files, I've tried looking it up online, I've tried unsubscribing from all my addons and only subscribing to the content packs willard uses, and I'm just completely stumped

has anyone else come across this and know how to fix it? Or at the very least any suggestions on how to fix it?

I found the material on some fastdl site:

Index of /fastdl/materials/effects

put both the vmt and vtf in your gmod directory under materials/effects/ and see if that fixes it (restart gmod).

So I went to go to put the files in the correct directory and I see that materials/effects isn't even a directory in the first place

So thats one mystery solved, im 99% sure I can just add an effects files myself but I'm just going to double check here

And, just to confirm, the directory is Steam/steamapps/common/GarrysMod/garrysmod/materials

Yeah just create the effects folder in that directory and place the vtf and vmt in there. It’s not there by default and usually comes in the gmod packages, but since this is your issue it might help.

If that doesn’t fix your issue try going in your gmod options and disabling allowing downloading of all textures and materials.
