Industrial Twenty-Four's Board of Operations has long been swept under the rug. Left forgotten and neglected by the long list of hosts, throughout its existence. Waving it off for what it was built to be—nothing more than a production facility.

Then the antlions came...

Their unprecedented assault left rubble and dust in their steady advance into the Sector's heartland. Only faltering when the Combine took swift action, halting their advance when fifty percent of the city was wiped out. Fortunately, Industrial Twenty-Four was left unharmed. The city's nature of being neglected and forgotten worked in their favor. Their defenses were left entirely intact, and all they could do was merely sit and watch. As every single antlion marched past the production complex.

In recent times, Industrial Twenty-Four has held a great deal of influence. However, their internal struggles in maintaining their city of convicts had wiped out the workforce necessary to uphold City Twenty-Four. The Consul and the City Administrator came to an agreement. And as part of it, given I-24's newfound influence in the sector, Administrator Koshida promptly ensured 'someone' was able to keep checks and balances in place.

An offshoot branch of the Security Council was permitted to be established and operate as usual within Industrial Twenty-Four. With the exception of a restriction imposed by the Consul. SECON was entirely barred from touching production, on any of their legislations.

With the law laid and the organization soon to be fully re-organized...

The CCA Lead must OOCly verify that YOU the applicant is fit to OOCly run the faction. I've no intention of interfering with the goals submitted, however, you must show me you plan to do SOMETHING.

Given events that occurred last election. I'd recommend being 'cautious' in how your character displays their campaign. Remind yourselves that the Ministry of Civil Protection and the Combine are watching your candidate. Anything otherwise considered 'against' their general interests ex. (calls for total democracy, abolition or reduction of re-educations) will likely be punished accordingly IC. Take note this is an OOC Application and nothing displayed here will be taken IC, other than the fact your character is 'running for office'.

Percival Thatcher, who is he?
Percival Thatcher, known to many- but the freshest faces- simply as Percy. He's the man with the plan, the man who runs Crown's Tailoring Emporium, the friendly face you see on the streets, the man who hosts the Paraphrase That gameshow that you've no doubt seen, the deliverer of some of the most attention-grabbing morale speeches, and the Director of Tele-Programming for the CCDE/MOE. But most importantly, a worker, a loyalist, a citizen, just like you.

What are his goals?
-Enhance the promotion process beyond Tier 3 and strengthen the induction into the Loyalist Party, fostering a more supportive environment that encourages dedicated loyalists to show their colors and increase their engagement.

-Enhancing the effectiveness of the Planning Committee through the implementation of policies and initiatives that foster a dynamic and innovative team. This will ensure the protection and maintenance of the city's interests, as well as prioritize the well-being of its foundation: the citizens.

-Establish an inclusive seating arrangement in the Security Council, allowing Tier Zero to Three citizens to participate. This will facilitate a deeper understanding of the needs and concerns of the citizens, enabling us to devise more effective strategies for safeguarding their well-being, which is crucial for the sustenance of our way of life.

-Enact the Sustainable Workforce Act; a legislation that garners a symbiotic relationship between the citizens and businesses. It's high time that our citizens receive a little better recompense for their labors, and the proposition is to produce a 5-10% minimum decrease in prices of purchased goods, as a measure to help ensure the citizens are able to earn enough money to be able to purchase food, and not have to think twice about purchasing comfortable clothing or even weather-protective clothing from your local tailor, or luxury items such as music radio for your apartment, for a couple of examples.

-Re-enact worker's sheltering action. We understand not everyone can obtain housing, so it is our best interest to ensure that people can be sheltered from the elements in these harsh climates.

The Ulster Strongman

Born into a protestant family in Belfast during the times of The Troubles. His childhood was shaped by the conflict and the Unionist views of his father; whom often fell ill to drinking and beat his son. But even if the love of his father was diminishing, the love he held for his mother was ever strong. During the late 1970s, Richard became part of the Troubles when he enrolled in the Ulster Volunteer Force; an engagement not only which came to fruition due to his father, but also a desire and an enjoyment of violence and adrenaline.​

A staunch Unionist and anti-communist, Richard O’Brien would be approached by a contact from the British Secret Service MI5 - with whom he’d begin an intricate collaboration with. Through the UFV, O’Brien would extract information with the usage of enhanced techniques not sanctioned by the state; which made him a valuable asset in extracting information from captured IRA operatives.

Unofficially, O’Brien was tutored and educated by the MI5 during the Thatcher-cabinet. The knowledge he’d gathered would become a great asset to his operations in Belfast; contributing to an even more violent-method that the Ulsterman would use to root out republican sympathies and hiding IRA-cells. Something he would have use of in the future, rooting out dissent and terrorists.

His life would however, take a complete turn following the Seven Hour War and the Combine Invasion. Always the opportunist, he’d begin to collaborate with the occupants. Why did it matter? His loyalty had only swayed from one crown to another. Climbing the ranks of the inner bureaucracy, O’Brien would ultimately make a name for himself as a man who knows how to get things done, without being afraid to use force.

We must annihilate without pity, any by their deeds or by their thoughts, threaten the unity of our state.

A fanatic believer, both to the occupant and himself. A man driven by ambition and a complex vendetta against those he deems as traitors to the new state. With the belief of creating change through force - if necessary. Inspired by the ideals of the Renaissance Party and it's founded, Hafez Wagner, O'Brien believes in the construction of an organic society, human dominated and the alien vort subserviant to their betters.


A staunch supporter to the Civil Protection, as with their aid O'Brien would be able to cement his position within the Security Council, most likely favouring many reforms that would increase the Civil Protection's status, salaries and influence in society.

A populist, O'Brien has expressed support to Populist Corporativism, believing that the means of production as well as daily life must be organic in nature. Decentralised and higher autonomy to all branches of the Combine bureau's. But also to the daily citizen, whose standards must improve drastically by increasing rewards and more generous ration distributions. Decentralised in nature and autonomous on grass-root level, but tightly controlled by the Chairman and the Council to ensure proper instructions are followed.

A restoration of Militant Armed Conscription that shall act upon the orders of the Council and with the main task of protecting the city outskirts from incursions. A staunch militaristic approach must be taken, with a new purpose and goal. The True Citizen volunteer shall be organised and armed, ready to defend City 24 from the threats of the outside and on the inside..


A promise to rid the city from those who seeks to do it harm, while those who serve and live their lives shall be rewarded with transcendency into a new era of stability, peace and prosperity. Words that have been spoken and promised.

Only the end will tell if the hardships and losses to achieve humanity's future was worth it..

  I wish to improve the current internals of loyalism, or more so the voting process of legislation. A hard working citizen who works two jobs has no vote or say in legislation being presented, again, I wish to change that. Those who work, those who endure, are the ones who will be given the luxury of a vote, a powerful, and singular vote.
  
  For those who are slothful, will be ostracized, and shunned for their shameful behaviour. This also extends to the so called collaborators. We are not just a sigil of hope and a better time to come, but also a prime example of how citizens are to behave and act. Collaborators will work as any other citizen, getting their hands dirty, that be it through manual labour or through commerce.
