Crime Reports are intended either for details on an incident that's already over, or to be used as a stationary request device. However, CPs often treat this as simply a request device. A good chunk of CPs aren't even aware that the crime reports section of their PDAs exists.
CPs who aren't aware of what Crime Reports are for will see the blip in the top left, will see the red waypoint on their HUD, and assume an urgent incident has been reported. While sometimes this is the case, it also results in things like this:
While it's not a massive problem, it could be easily fixed by either removing the HUD waypoint and simply having a log show up in the top left, or at the very least changing the colour of the waypoint to yellow.
