I think rebels def should have some sort of system but people are to loot scared to do anything on real rebel chars

But maybe if it was easier to get weapons and gear (I know some see it as already ridiculously easy but hear me out as I play devils advocate) Maybe if there was a rebel supply/logistic system which made the proliferation of proper entry level weapons let's say Pistols > Sub Machine guns. (After that you need to figure yourself out or earn them) and basic body armor they *Might* be more willing to take risks? Noone wants to launch an attack alone because all the other rebels are fucking pussies and won't come and help you cus "

My experience and criticism
Last time I genuinely played a rebel which was i17 it was a fucking pain in the ass to get rebels to leave the comfort of their base and go onto the surface, You remember the i17 uprising the hound eye gang caused? OTA got called in too and the CPs started fragging each other? Literally the perfect opportunity for the guys sitting on m4's T3 Kevlar to get off their asses head to the surface and cause chaos maybe kill some transhuman and give the resistance a better name other than
"You're a loyalist so give me your rations, Wait you have a request device? Guess you're getting pked." <---(These people are mega cringe btw, You know who you are.)
Bottom line current rebel issues (Lack of them doing shit) Seems to be summed as.
- - Cowardice
- - Inactivity
- - No Unity.
- - Shit supply (LFC should be facilitating that considering they have the lore resources) (This should be managed and supported by staff)
- -Gangs / Criminals masquerading as rebels and Actual rebels sitting by as they actively tarnish their reputation.
Like seriously if someone constantly went around posing as mcdonalds and was out smearing their rep as shitheads who are just human garbage then the mcdonalds heads would be organizing to put a stop to it. If you're a rebel and see a criminal holding a loyalist/citizen at gun point in an alley maybe stop and say, "Hey what's going on? Who is this? Why are you doing this?" Instead of shrugging it off and causing an even worse image then you guys already have.
Right now people think of a few things unironically when they think of WN Rebels.
-Scriptwhores.
-Metagamers.
-Terrorists.
-Cowards.
Closing arguements
If we're ever going to build towards a player built uprising in C24 The rebels need to get their shit together. In i17 I propsed the formation of a "Revolutionary council"
Which would consist of a leader from each of the large groups and would regulate resistance operations, If you were a terrorist out beheading loyalists for "Kill combine" then your ass would be disavowed/booted out/dealt with. The council would communicate with outside cells like LFC and SRF ESIC Lambda HMMLR, whoever it was. If leadership is a big issue I propose we re-visit this instead of going through another "X Update will fix this"
There has to be unity within the resistance, The council could decide things and be a link to setting up crucial things with groups mentioned above such as Insurgency operations / supply lines being set up, Ect
///Unrelated side-note/// If we ever get the rebels unified I'd both like to and hope we could possibly see them begin to improvise equiptment, Example the Liberator pistol dropped in europe during ww2, With ARCCW we have a ton of customizability It would be interesting to see the rebels mass-produce some cheap pistol/carbine smg that's made out of scrap icly and given to fighters as some kind of standard


Imagine something like these made of a mix-match maybe USP's converted into SMG Style semi-auto carbines or something.
