City 17 transfers to City 24

We should have a way to allow players some avenues for relocating their City 17 characters to City 24. I think of this as two different categories of character relocations.

1: Anti-citizen characters:
- These characters should have the hardest time transferring. Perhaps something similar to Short Stories: The Long Haul could be attempted where these characters can have a chance to make it through the outlands to get to City 24, or die trying.

2: Citizen, Worker, & Loyalist characters:
- Not everyone is going to have a reason to transfer all the characters they made on City 17. However, characters that have already been on City 24 and transferred to City 17 should have a way to go back. There could be a million explanations for a large set of character transfers- maybe something happened in City 24 that reduced the population, so they tapped characters from City 17 with a preference for the ones that have already lived in City 24. Or perhaps we can explain it away as these cities being a lot larger than they are in game, and so a few dozen transfers in one go isn't out of the ordinary.

Regardless, I would like to suggest that we have a formal system for processing these transfers. This way we don't end up effectively PKing everyone's City 17 characters. I know not every single character will transfer, but there should be a system for letting some of them transfer.

Except if they were created in and came from 24 they should know a safe way already to maybe exclude them from this? Besides I think The Brokers crew would do just fine taking them, and these map transfers have not ever before needed any event so why would they now?
 
If people want to do transfers they'll need to do a char auth application with a very convincing reason and explanation.
 
City 24 transfers were a mistake to begin with (Told you) and honestly I think I17 peeps should be left where they are unless they are willing to write up a character authorization. I say that as someone with a character I like, and will have to leave behind.

There is very little reason ICly that tons of I17 people would randomly be sent to 24, especially since its *technically* still having a food crisis. Rebels there is literally zero reason, and the only way they were able to get to I17 is presumably due to them using the Rainbow Road from Mario Kart.
Just because you can't take your char everywhere you go, doesn't actually mean they are dead. Just means they are somewhere else in the world, maybe to come back at a more opportune time, maybe not. Which I think is fine.

City 24 is a big city, so is i17. I imagine there are dozens of transfers between them a week. Its common knowledge that citizens don't stay in one place for very long anyways. I don't think its outside the realm of possibility.
Also, this is an RP server. We bend the lore to fit what is most fun for the players everywhere else, so why can't that be applied here?

I disagree. I think it is effectively a PK unless we plan on going back to i17 for an extended period of time. It might be years before we do, or we might never do it again. Its essentially purgatory for all of the characters in i17.
I'm sure people made characters with the intention of them staying in i17, and thats fine. However, there are probably a lot of people who will log on next week and wonder why they can't play any of their characters.

Additionally, I'm going to mention that the event announcement makes it sound like everyone just poofed over to i17. It also says:

You'll also be able to keep any items kept in your inventory when we switch back from i17 to c24.

Which makes it sound like you will just be poofing back over to i17 with whatever is in your inventory.

At NO point does it say that only characters that have a "very convincing reason and explanation" get to go from i17 to City 24. It says that containers won't go between cities, and that you will keep whats in your inventory when you go to City 24 and you will keep what is in your inventory when you come back. That is it. I might be interpreting this wrong but, that makes it sound like most characters will transfer.

That has nothing to do with anything, honestly.

The reason I am against characters bouncing back and forth between locations, each one constantly being in the spotlight for as long as they can muster life from themselves is because it makes everything feel samey. Half the reason people keep comparing I17 to C24 is because the same characters are present there, doing the exact same things they do otherwise. It creates a familiar air that chokes out part of the feeling of being somewhere completely different and far away. It twists around the same way for I17 to 24. It feels strange to meet the very same people, who were at one point, 100's of miles from your home, suddenly crop up in the dozens to follow you back to where ever the spotlight may be.

It's not a bad thing to have a character take a bow, and exit the stage without a bullet in the head. It adds to the feeling of being moved around when everyone you know doesn't instantly follow you through time and space, which is the whole point of relocations if you want to go that route. They move people away from those they know to deter conspiring - not that it really matters.

Plus, I'm not even advocating for it to be impossible to get your character to C24. Imo a waiting period followed by the ability to create a character auth for them would be fine. Not the end of the world if we do just do straight transfers, but Imo I'd like to have a more realistic departure.

That easily could just be those who went to I17, not including any natives.

I'm opposed to this. From my experience, i17 resistance fighters especially have been handheld through most of the event and it would be a disaster to have to transfer characters along with the associated scripts into City 24. You mentioned something about how citizens are transferred quite frequently between cities, but they aren't given choosing rights to WHERE they get sent off to. You COULD technically be able to transfer if you were given a relocation coupon but this would be a game of chance. I am all up for changing the lore to benefit the experience of the players, but I also believe that the lore is a good basis to follow.

Either way, PERHAPS there will be character authorizations allowing for the City Seventeen but that is not my place to say.
Furthermore, I think it would be very mature for players to be able to let their characters go and find fitting endings to their stories. But then again, this is HL2RP and I do not have much hope for that.

I believed that players should have used this mega-event as a way to experiment with other factions they might have never tried before. To challenge themselves to create a character with a certain goal in mind to achieve by the end of the event. Players frequently drag their characters on for so long even though there is no more story to tell.

But there I go schizo-posting.

Thats fine I'm just asking for a guideline. Such as:

1: Your character transferred from C24 to I17:
Then you get an automatic transfer back to City 24 once the event is over
2: Your character transferred from C24 to 17 but, while in i17, is BoL by the end of the event:
Then you need a character auth with a good explanation of how you managed to get to City 24
3: Your character was created on i17 for the event:
Then you're stuck in i17 unless you go through a simple auth after a waiting period.

Is that a good compromise for everyone?

Not really, AKs went from 5k to 9k, this is only the AK. The dealers also werent here frequently some were gone for days at a time and some havent come back, trash is on the surface meaning we have to expose ourselves to loot too mind you.
I think it would be very mature for players to be able to let their characters go and find fitting endings to their stories. But then again, this is HL2RP and I do not have much hope for that.
People have spent time on the event, it is completely reasonable for them to want their chars. Say you spend hours upon hours making something, would you just throw it away? You really like it too? And even worse you are being told you have to throw it away or sieve it through some strange regulations. Its understandable if people want their chars that they have put time into and yes even the scripts.
