Background:
Washington, D.C. In the years before The Seven Hour War it was a city of marble and the beating heart of American politics. The American superpower ultimately ran from Washington D.C and its surrounding suburbs and cities. However, in 2001, the Black Mesa Incident occurred. The American Government, alongside the world, was put to the test as portal storms wrecked havoc. Washington, D.C in particular was put in the spotlight as the crisis originated from the United States. Furthermore, the U.S government was put under increasing strain as portal storms became increasingly common and the coverup began to slip.
The American Government ultimately slipped away in power from 2001-2004 as the situation became increasingly worse. The Southern States were all but abandoned by the Federal Government, the Western States saw the beginning of an infestation that was barely held back in the early days, and the Central United States were known as 'Portal Storm Valley.' Refugees flocked towards the East Coast, including Washington D.C, where homelessness, violence, and protests became the new norm as the American Government crumbled.
In 2004, at the start of the Seven Hour War, the East Coast was one of the most defended areas on Earth despite the strain on the government. As such, it became victim to heavy fighting and was one of the last holdouts of the American government. The City was nearly leveled and supposedly a large battle occurred in Arlington, Virginia and near the Pentagon. Despite the desperate defense of Washington, D.C, the city still fell by the end of the Seven Hours.
Following the Seven Hour War, the occupation of Washington, D.C took on a unique form. The city was mostly rebuilt and shaped into a 'Loyalist City.' The City was remade once again in both marble and combine technology, not dissimilar to City Twenty-Four. The National Mall and the surrounding heart of D.C became replaced with monuments to loyalism, offices of the C.C.A, and priority housing in an almost mocking sense. Meanwhile, the northern suburbs were turned into a residential district and Arlington, across the Potomac, became the heart of the Combine's grasp and the home of the Citadel.
However, despite the fact that Washington, D.C is a firmly held Combine City, some traditions and sentiments still hold firm. First and foremost, Washington, D.C, alongside most of the United States, is viewed negatively by the rest of the world. Anti-American sentiments still run high due to the fact that the American Government was blamed for the Black Mesa Incident and what followed afterwards. Secondly, City Thirty still attempts to act as a hegemon to other North American cities. The political atmosphere of D.C is still quite active and, as such, the City attempts to grasp onto cities such as Boston, Detroit, New York City, and other small settlements in the American Wastes and the South.

The previous National Mall of Washington D.C. It's been rebuilt to house monuments to the Union, offices for the C.C.A, priority housing, and more basic functions on the mall and near Capitol Hill.
City Thirty Residential Districts

The suburbs and urban residential blocks of City Thirty are in this area. They are usually well upkept.
City Thirty Academia and Office District
(Orange)
This section of City Thirty is home to some of the major offices and training centers of the C.W.U, B.O.E, and more and is often where the primary population and general workers of these organizations are employed. Furthermore, this district houses academies and universities for the generation of children who were young around the Seven Hour War to specialize in military or academic academies to work at places such as the B.R.I, C.C.A, C.W.U, B.O.E, or into things like Civil Protection or the M.M.A.
City Thirty Combine District

Across the Potomac, slightly separate from the rest of the City, is the Combine's section of the City. It's currently housed in Arlington and the surrounding area. Ronald Reagan International Airport, the Pentagon, and Arlington National Cemetery have all been transformed into a Combine airbase, a Combine Command Center, and a graveyard for the highest tier of collaborators. Meanwhile, the Citadel sits fairly close by.
CITY THIRTY
CITADEL SUPERSTRUCTURE

A horrific structure that sits behind the Arlington National Cemetery. It dwarfs the remade Washington Monument and likely houses the Sector Administration. It's positioning, seen clearly from the heart of City 30, is a strict reminder of who won the war.
