CITY 39 - MELBOURNE, AUSTRALIA
Melbourne, before the Black Mesa Incident was nicknamed the 'Garden City' for the plethora of exotic flowers and plants it housed. However, after the Xenian Menace got it's grubby little hands on the city it was left in ruins. Other worldly monsters terrorized the population, the people of Australia didn't take it lying down they fought like Hell to kill these monsters, but at the end of day it was futile. It was only until Our Benefactors, arrived to bring salvation to the people Australia, did the violence finally cease. The Australian Defense Force, negotiated an immediate cease fire with the Combine, as the majority of the man power was spent on humanitarian efforts around the country. Much to the dismay of the Australia populace, the troops of these so-called 'Alien Invaders' had come to their aid, to cleanse the streets of Xenian creatures that had been terrorizing them for so long.
It took years, but City 39 rose from the ashes. A reinvigorated Australian people built their city and made City 39 a stronghold of loyalist philosophy and industrial prowess. Various public education programs sponsored by the local civil administration educated residents of City 39 on how to navigate this new era brought on by the Benefactors, - a luxury that the majority of the citizens do not have - residents of City 39 have a distinct loyalist attitude about themselves along with a subtle amount of pride in their former Australian identities. City 39 is structured in a very interesting way, as the majority of the city was reconstructed both for the purpose of efficiency and product and housing a large population. What was formerly known as Southern and Outer Eastern Melbourne, has been turned into sprawling industrial districts producing a vast amount resources for both the city and the rest of Union presence in Oceania. What was formerly the Bayside Peninsula, has been transformed into a vast shipyard, constructing naval vessels for the Universal Union's military endeavors across the world. What were formerly known as Western Melbourne, Brimbank Melton, and Hume Moreland have been made into the three main residential districts of the city, these areas are decently well-kept living conditions vary, but nonetheless are better than most.
City 39's Eastern and Inner Eastern Districts are strictly reserved for Military-Arm and Overwatch operations, with the localized force known as Alpha-Detachment or lovingly dubbed by both those it protects and it's soldiers the "Bushrangers" having it's high-command stationed here. Local civil protection, is also stationed in these districts. City 39's civil protection is also incredibly fortunate as they have access to a professional training academy. The professionalism of 39's department is one others around the world strive to reach. The civil administration is also headquartered in these districts having several different installations within the area, these buildings house several different ministries that handle the day to day bureaucracy of the city.
