A bit pleased with how this map turned out, I thought I'd make use of a couple of the other islands surrounding Tenerife, sounded like a cool idea. Included a 'Priority Precinct' around the citadel because I liked the thought that citizens of high importance would be housed closer to the citadel. Enjoy!

Tenerife; once a densely populated island and go-to holiday destination, now a region stripped sparse of its luxuries, the lack of military this island had meant that it was doomed from the start, and the Xenian invasion having weakened it so much already only made matters worse once the Universal Union arrived, completely diminishing what was still left here to almost nothing. The island is now solely focused on industrial labour and the production of resources for the Union's benefit. The air is blanketed in toxic pollutants, due to the abundance of factories erected in the industrial complex of the island. The Civil Administration Board of City 41 promises that this pollution crisis will be averted eventually, although plans have yet to be laid out, as civilians lose hope that clean air will become a reality ever again.

The Industrial complex is an extremely crucial part of City Forty-One, as it houses various facilities that produce a range of goods to either be shipped off to the surrounding sectors or to be used within the confines of the city itself; it holds a range of factories, mining facilities, some small residential areas for civilian workers and multiple ports where ships collect resources to be distributed away. To the west is the civil-military operations sector; the backbone of defence for City 41, along with a training camp for conscripts and the main nexus for Civil Protection, where CP units are trained. Around Mt. Teide is the 'Priority Precinct', where citizens who've shown their loyalty toward the Union and have earned respect are housed, surrounding the citadel, which is planted into Teide's summit, with support structures built into it to keep the Citadel stable.

One of the neighbouring islands; La Gomera, located to the west of Tenerife, contains the Ourea Zona, a high-security prison containing various individuals who were posing a threat to City 41's socio-stability. It was built upon the island's capital; San Sebastián de La Gomera and was established as soon as the invading Combine forces made their way into the Canary Islands, originally as an outpost for a few months before the population of Tenerife regrew. Found at the core of the island is the La Gomera Depot, a massive structure where prisoners are sent from the Ourea Zona to be converted into transhuman soldiers. This Depot is of extremely high importance and has an automatic defence system circulating around it, as well as a large presence of Overwatch soldiers patrolling the parameter of the base constantly.

To the southwest of Tenerife is El Hierro, one of the five islands still untouched by the Combine. During the war, large amounts of people rushed to seek refuge here away from the radar of the alien invaders, building a small community in the west of the island, and now they live with relative ease. Their presence is not very known by outsiders, although some have knowledge of their existence, giving them the name of 'The Seals of El Hierro'. They don't appear to have violent intentions and prefer to live peacefully, away from the City and alone within their own isolated area. This community seems to have primarily attached to the El Hierro Sabinar, and have built their own small village, with an estimated population of about 120. The majority of the inhabitants here primarily speak Spanish, being ex-citizens of Tenerife, with only a tiny group of people fluent in English, or any other language. They tackle combat like a tribe, resorting to makeshift weapons to fight off anything hostile, but elements of pre-war modern-day society do still remain in their day-to-day lives, as they try to rebuild as much of it as they can before they inevitably die out.

Not bad, we can add this in. It is a very interesting place to put a city from what I can see. I will go ahead and look on the world map and place it in shortly. Not bad.

Added now, feel free to take a look.

Edit: I made it exactly to the provided borders in your image, too a bit of time and effort, but got those borders lined up with the ones you provided.
