A general idea on how the facilities and zones would be placed, though I'm not yet sure about the sizes of these zones as they seem kind of big.

And probably a question you are going to ask, "what's the Conscript Boot Camp?", well i thought of an idea to make a different system of Conscription, loyalists can induct into Conscription and be trained, in exchange for benefits, though this comes with the duty to serve the Conscripts when a crisis arises.

This would further Union interests of Earth, loyalty, more militaristic earth to serve the Union, and security.

"Finland has faced overwhelming enemies in the past, and so had they again a few years ago. Though this time it wasn't the Russians or the Swedes knocking on the door, it was an extraplanetary Alien Invasion, so as per protocol the conscripts of Finland were called to defend their Motherland, though instead of tanks and infantry, they faced a well-organized bombardment fleet and beings ripped straight from a Science Fiction book. The resistance was stiff at first, especially near the capital and in southern Finland, but due to the low population of Finland, they couldn't protect every province. The enemy soon realized this and adopted Defeat In Detail tactics, a concentration of force to break through the spread-out frontlines. And what made matters worse is that Finland relied on other nations for the military industry as its own was small by comparison, but the other nations had to face the menace at the same time. And eventually, Finland had to capitulate due to lack of supplies, ammunition, and equipment.

Soon, the alien threats marched along Helsinki and Turku, showing their might to the populace and instilling fear. Though some if not most people rejected the odds and formed resistance groups, hiding in the forests and lakes of Finland. But now there is a city in Turku, which has a Conscript Academy, a first of it's kind to test the theory of training Conscripts to be ready to use before a crisis happens, and when it happens. They are called up and ready to serve, with more experience than the Conscripts produced by the earlier methods. And the Turku Cathedral, before it was a bastion of the Lutheran Church, now it has been bastardized and converted into being a Nexus by the Union.

Now City 62 faces the eye of the Union, they are a testing ground for this "Conscript Re-organization Program", and they have to face pressure from the "Four Lions" Resistance group, made out of mostly Finnish, Swedish, Danish and Norwegian natives. They seek to liberate their motherlands and push the invader back and they have some bases and outposts around Northern Europe, though this aggressiveness has garnered attention, and the Union is preparing to stomp out this Resistance. "

Spoiler: Four Lions Resistance Group

The Four Lions group has people from all walks of life, the young, the old, civilians and veterans of the war. Their battle doctrine relies heavily upon ambushing patrols and supply convoys and sabotaging lightly defended facilities when possible, and they are well-armed, most having at least pistols to defend themselves and the veterans having full-on battle-rifles, though not a lot of ammunition. They have outposts and bases all across Northern Europe, with some bases mainly focusing on producing propaganda to the citizens in the cities to join their cause. BUT, the group has internal strife and conflict and indecisiveness when it comes to planning, due to every ethnicity wanting to liberate their own Country first and saying they should pool more resources to that, and the attention they are receiving from the Union is starting to worry some and in result, some are deserting the group. Though some have proposed a new country after the liberation called "Northern Federation" that would hopefully solve the internal strife, thus far though it has been met with a resounding "No." The future of this group is uncertain, and survival of it unlikely, unless they can put aside their different agendas and work more covertly or efficiently.

Since Finland is my homeland, I might have put the lore through Rose-Tinted glasses and a bit of romanticism so call that out if you spot it. And the base of the lore I wrote was when I was after I took a Melatonin pill and I started to feel sleepy. But I'm interested in what you think and want to change

I must say this is quite good. Nice little read I had with this, though I will admit the first paragraph does sound a bit strange in a way to me, not sure why it just does. Though, ignoring that fact, quite well written overall. As for the size of what you got on the map there, as you said, that is far too big, so if and when it does get approved and added, we will be shortening those borders down for you to an acceptable size. Very well done.
