City 65 - The Testing Ground

<:: COMMUNITY STATUS ::>
POPULATION DENSITY: Very High
SOCIO-STABILITY: Intact and healing

KEY:
ID-1: Industrial District 1
HD-1: Priority Housing for loyalists (Housing District 1)
HD-2: Standard Housing (Housing District 2)
HD-3: Disused Housing District (Housing District 3)
ARIWATCH: Airwatch Base
NPR-1: Non Patrol Region
CP-1: Checkpoint 1
Red Area Around NPR-1: Checkpoint 2 and NPR Exclusion Zone
Often forgotten and seldom praised, City 65 is a relatively large city in what was once the United Kingdom. It was heavily damaged during the seven hour war after already suffering greatly in the troubled years prior. It is now largely used by the Combine as a major industrial hub. The canal which once brought the city its growth is now used by the combine to ship the products of City 65 around Earth.
Once the Combine arrived on earth, the vast majority of the population in the south western UK was relocated to City-65, however in more recent years citizens have begun to be moved to City-65 from further a field.
While not kept a secret by the Universal Union, City-65 is very rarely mentioned due to its lack of importance to standard civilian life.
City-65 is an important and heavy producer of Combine products. As such, while perhaps not treated with the reverence it deserves, City-65 is an important industrial zone for the Combine and prevention of sabotage and maintaining of socio-stability is of great importance to the administrators of the city. Great measures are taken to maintain the productivity of City-65, oftentimes at the expense of citizenry.
The aforementioned canal is connected via the river Avon to City-2 and also, to the west is connected via the river Severn to City-9. While not as often used by the Combine for transport as the trainlines, the canal route to City-2 is still an extremely important logistical route for the Combine and is often patrolled by AIRWATCH to prevent potential sabotage.
============= INDUSTRIAL DISTRICT ONE =============
<:: Population - 1.2 Million Deprioritized Citizens ::>
<:: Recent Socio-Stability Comptonization - Multiple Counts of Public Non-Compliance ::>
<:: District Socio-Status - FRACTURED ::>
ID-1 is the heart of City-65 and bares the majority of the Universal Union's focus. The canal runs through the district which now is a heavily contaminated mire dangerous to most Earthly life. The canal serves as both a transportation medium for the delivery of cargo and as cesspit for industrial and human waste.
There are many many factories located within ID-1, serving many purposes, though most of the factories (as previously mentioned) are dedicated to the production of various combine products.
For the citizens working in this district, respirators are more or less a requirement due to the dense clouds of deadly smoke and vapor.
============= HOUSING DISTRICT ONE =============
<:: Population - 600,000 Approved Community Delegates ::>
<:: Recent Socio-Stability Comptonization - None ::>
<:: District Socio-Status - INTACT ::>
HD-1 is home to those loyal to the Universal Union. Citizens housed in this district are afforded a slightly better standard of housing housing as well as priority access to food and rations. Air quality and water quality are also greatly improved. The population density in this district is considerably lower than HD-2.
The Civil Authority is also headquartered at the heart of HD-1.
============= HOUSING DISTRICT TWO =============
<:: Population - 10.2 Million Citizens ::>
<:: Recent Socio-Stability Comptonization - Permissive Inactive Propagation of Anti-Civil Communications ::>
<:: District Socio-Status - INTACT ::>
HD-2 is a much less desirable place to live than HD-1, unfortunately home to the vast majority of the citizens of City-65 the situation is very cramped and individual housing blocks are often crammed well above capacity. The air quality and water quality are only mildly better than the toxic levels present in ID-1 to the point where respirators are not necessary but water purification is essential. A small number of biotic conscripts can be found throughout this district, sweeping the streets and performing other menial tasks.
============= HOUSING DISTRICT THREE =============
<:: Population - Approx. 2,000 Non-Citizens ::>
<:: District Socio-Status -OVERRUN ::>
HD-3 has been mostly abandoned by the Civil Authority of City-65. Previously it was part of ID-1 and was home to many experimental industrial procedures, however recently a catastrophic failure occurred in one of the experimental factories, leading to the destruction of a large portion of industrial infrastructure as well as an immense loss of human life.
Following this devastation, all industrial activities were moved to what is left of ID-1 and the district was reorganized as HD-3 in order to house the increasing industrial workforce.
This situation didn't last long however, as due to the industrial accident, underground sewers that had been long since disused and full of all manner of xenian lifeforms became much more lively, riled up by the damaging of their home. Over the course of a couple of years, occurrences of xenian outbreaks in HD-3 became increasingly common until it was decided to abandon the district, moving all residents to HD-2.
============= CITY-65 AIRWATCH BASE =============
<:: Airwatch Operations Facility URB.LOC.0065 ::>
City-65 is home to an AIRWATCH base used by the combine to patrol the canals.
Due to the relatively low level of organized rebel activity in the area, the base is not considered to be of too high importance, and as result mostly inexperience units are stationed here.
============= AIRWATCH AUGMENTATION FORCE 44 "DIFODWR" =============
Consisting mostly of shield scanners and few a small squads of hunter-choppers, the airwatch force stationed in City-65 is designated as AAF-44 or colloquially named Difodwr which takes its name from the Welsh word for exterminator owed to the nature of their detachment.
As previously mentioned, the force is made up largely of inexperienced pilots and troops as most troops that prove themselves to be extraordinarily skilled are shipped of to more useful posts.
(I wasn't really sure how the naming conventions for airwatch forces work so I just based it off the voiceline from Nova Prospekt. If this isn't acceptable I can change it)
============= NON-PATROL REGION ONE =============
NPR-1 is a region that has been completely abandoned due to the high amount of xenian lifeforms rendering the zone extremely hostile, if not completely inhospitable to human life. A small settlement of vortigaunts and outcast humans are present in this zone, it is heavily advised (even by the anti-civil contingency within City-65) not to enter this zone without the help of a vortigaunt guide.
Parts of the western section of the canal extend into the territory of NPR-1, while most xenian creatures within the zone pose little threat to the workings of the canal, the small group of vorigaunts have been known to damage and sometimes even sink ships passing through in an meager attempt to weaken the Combine logistical machine.
============= CHECKPOINT ONE & TWO =============
The are two canal bound checkpoint present in City-65, one at both canal entrances to City-65, all canal bound traffic in and out of City-65 is heavily searched upon entering the checkpoints as part of City-65's anti-sabotage procedures, these checkpoints are among the most heavily guarded areas of City-65.
Ports on either end of the canal have been set up by the combine for inspection and loading/unloading of cargo onto boats. These ports are stationed by a small detachment of overwatch soldiers.
============= EXCLUSION ZONE =============
A zone covering the border between the NPR and the territory of City-65 acts as an exclusion zone for xenian lifeforms. This area is extensively patrolled by both civil protection and overwatch. Many sentry towers are present along the length of the exclusion zone and underground patrols of the sewers and maintenance tunnels regularly take place.
In addition to the many combine sentries, an extra level of danger, perhaps greater than both the xenian creatures and overwatch together is the minefield laid by the combine that everyday takes many lives, mostly of xenian lifeforms, however it is far from unheard of for Humans and vortigaunts to be among the casualties.
