The Transhuman Arm of City 24 watch with a relatively uninhibited calm, control of the region has continued for several years without true hindrance despite the territory's new purpose. This specific quadrant of the greater combine Overwatch is based in Geneva, formerly the capital of Switzerland before occupation and subsuming into the Combine; hence the iconography of a shield used in the Transhuman Arm's motif.

CITY 24 TRANSHUMAN ARM: OVERWATCH ELITES
City 24 has a host of its own shock troopers identitcal to that found in City 17, sequestered away in high-priority complexes and where the prestigious reigned over Earth through their cold administration and loveless reorganizing of the human people. To the masses these members of the Transhuman Arm are scant seen, their dark-armoured brethren the only 'common' (Though still abnormal) sightings across the city.
The shock troopers represented the best that the Transhumanization wing of Overwatch had to offer: jackboots with a gleaming polish, high-powered otherworldly guns and the glowing, singular lens the trademarks that had them stand out ubiquitously. These self-sacrificing transhumanists are a beacon of Combine dogma, decorated with reward and pedigree for their continued service and unerring unification.
Yet unlike the normal stabilization teams found in the city, the Overwatch Elites are hardly in conversation amongst one another and hold no sentiment for small-talk or self appraising for a successful operation, even in privacy. They were the privy of a higher power, their lives fully absorbed into the successful protection of Combine infrastructure and the completion of their tasks. This does not necessarily mean they are more powerful or more capable than their more apparent transhumanist company: they are here for a different purpose and seem more dehumanized, if such was even possible.
These chromatic soldiers regularly keep tabs on critical Combine technology and can be seen monitoring dark-energy cores and conversing through the interconnected Overwatch system through glowing terminals. They are sectarian, usually, and only fraternize with standard Overwatch teams during times of duress or critical sociostability failure. Deployment means an escalation of force where Civil Protection functionaries are no longer capable of combating or refusing infestation of civilization.

How do they work on the server?
Overwatch Elites are typically reserved for the protection of high-value targets and pieces of architecture critical to the day-to-day function of the city. They will be seen shadowing the administrator and his most trusted subordinates and little else; event characters may have these soldiers utilized as protection or opponents, in some cases.
Like being a standard Overwatch soldier, it is a privilege in the same right and does not mean you are better or more 'powerful' than your standard transhumanist. It is a different job.
