S1 - Introduction

The Civil Medical Union, as brought to you by the Combine Planetary Research Division (CPRD) is charged with ensuring the mental and physical well-being of all Union Citizens in Urban Centres planet-wide. It is the sole responsibility of ourselves to provide free, high quality healthcare to all those deserving and in need.

Whilst our primary objective is enabling the treatment, recovery and mental fortitude of our Citizens, the Civil Medical Union is delegated several other responsibilities pertaining to it's message of greater health and well-being. Though the clinic is not generally responsible for Scientific studies or for experimental prototypes, it may from time-to-time be given such a directive by the IMS in which case meticulous record keeping and strict adherence to such is imperative. In the same manner, it falls upon the Medical Union to perform health inspections within all establishments in which food is prepared or stored before being distributed.



S2 - Hierarchy

Administration:
Union Director
Acting as the leader is the Union Director. They are the ones placed in charge of the various local medical facilities labs under the Institute of Medical Sciences. These local branches are what make up the acclaimed Civil Medical Union. They have the final say in everything related to the medical branch. The Union Director is tasked with handling the pay of all staff assigned within their CMU facility. They are also charged with finalizing promotions and dismissal of staff.
Dean Of Medicine
The Dean of Medicine is second in command of the medical Division. They are charged with working under their Director and ensuring any local official medical facilities and their respective personnel are operating smoothly. This person has been trusted enough to effectively operate the entire branch on their own when the Director is not around.
Office/HR Manager
The Office/HR Manager is in-charge of managing personnel and cooperating with the Deans on interviewing and hiring. Their main priority is to keep the roster up-to-date and ensure communication within the CMU is upheld between administration and lower management.
Within the branch, the members of it's Administration hold the same powers and responsibilities. Moving up the chain of command, the respected Deans have the directors authority to make small changes on the fly within their divisions. If the Director cannot be contacted for any reason, they may take charge of personnel, medical procedures, along with any and all other duties in their respective fields. Deans are expected to co-habitate, working together to better the union and bring forth any issues and irregularities within their respective fields to the Directorate.

Management:
Senior Doctor
Max: 4
Senior Doctors have several tasks that are expected of them. The first being to oversee any high-level medical procedures performed by Doctors or to perform the task themselves. Secondly, management is expected to take in potential new hires for interviews, hiring and initial training. The Senior Doctors are the go-to for lower ranking staff to seek advice and recourse.

Senior Doctors are permitted to:
- Induct new employees into the Medical Union, setting their datafile up and ensuring they are equipped for the job
- Recommend staff for dismissal by
Administration.
- Promote staff up to the rank of doctor.
- Update CMU Access Keycards up to Level Three when necessary.
- Issued a Combine PDA.
- Be issued a standard Blue CMU Medic Uniform + White Lab coat


Senior Doctors are paid a wage of Eighteen credits.


StandardPersonnel:
Doctor
Doctors are personnel that are granted permission to operate on injured citizens freely, they should make up the backbone of any local CMU branch. Whilst Senior Doctors are charged with the management of a local CMU branch, the Doctor is responsible only for everyday treatments and surgeries.

Doctors are permitted to:
- Host workcycles within their local branch (Must be cleared with Management beforehand)
- Freely treat Civil Administration, Civil Protection and other Priority Citizens.
- Be issued a standard Green CMU Medic uniform.
- Writing permit and CMU PDA (not Combine PDA, as that is different)


Doctors receive a wage of Twelve credits.
Subsidiary
Subsidiary is a catch-all term for general secondary roles acquired by staff of doctor rank or higher at the clinic. These roles are second in priority - second to medical aid - but nevertheless roles permitted while outside the operation rooms. The roles included are, but not limited to: research and development, psychology, and so on. Subsidiary roles are exclusively assigned by Administration only for any tier, doctor or senior doctor. Entry level biotics assets may be assigned a subsidiary as well on circumstance.

Subsidiaries are permitted to:
- Perform their duties of the rank of Doctor as described above.

- Semi-autonomously perform their subsidiary work with regular reports to their respective administrator.


Assistants are either assigned wage pay to their respective primary role or overwritten in circumstances such as certain research ranks seen here.

Entry Personnel:
Medical Intern
Medical Interns are those with little knowledge in the world of medicine or those waiting to climb the ranks to Doctor. They are primarily tasked with shadowing more knowledgeable staff members. The intern is also responsible for providing first aid treatment if able and other more general, menial tasks within the clinic. Though generally an internship lasts for two weeks, it may be cut or extended as seen fit by Management and Administration.

Medical Interns are permitted to:
- Access most parts of the clinic, excluding main storage units.

- Access basic Medical Supplies.
- Be issued a standard Red CMU Medic Uniform


Interns receive a wage of Five credits.
Biotic Asset
Biotic Assets belonging to the Civil Medical Union are heavily restricted, owing to IMS and overall Union policy. Whilst they may seek employment within the clinic, they are only to be delegated menial tasks with exception to heavily scrutinized servile laboratory and medical aides (Requiring forty cohesion points). Employment within the clinic is a privilege to be revoked should a biotic breach any of it's given regulations, rules or neglect it's duties. Employment requires twenty cohesion points to be considered for menial labor. They are headed by the local branches Office Manager and may only be recruited by members of Management or above. (Management must inform a member of Administration when a biotic is hired.)

Biotic Asset rules and regulations:
- Biotic assets shall not access medical stockpiles unless directly ordered by a doctor or above. (Excluding reserves)
- Biotic assets shall not communicate in any other language besides English, unless it is strictly necessary for the welfare of a patient. If other languages are used, a word for word translation must be provided to any staff member or other individual who requests it.
- Biotic assets shall always follow commands by human staff, unless said command is in breach of a rule or law.


Biotic Assets receive a wage of five credits.



S2.1 - Acquiring an Internship

In order to join the Civil Medical Union, there are certain prerequisites that one must meet before joining the Union. The following requirements are to be enforced by any Management or Administration staff that handle the interview:

- 120 Social Credits
- 55 credits to cover equipment costs, and
- A clean or neglectable criminal history (judgement passed by interviewer)

Once you meet these requirements, seek out a member of the CMU Management or higher and ask if applications are open. If so, and the above requirements are met, the next phase of acquiring a position will occur. There will be a series of questions from the interviewer ranging around your personal medical history and knowledge to gauge whether or not you are fit and able to join. We here at the CMU do not expect every applicant to know everything there is to know about medicine and procedures; this is why we start all of our new hires on an internship. If all goes well and the interview is a success, you will receive the following equipment listed below as well as a small boost to your ration income as stated previously.

A note to the interviewer: make sure to train the new intern on their new responsibilities and how to write down information after each procedure in the computer. This step is VERY important, do not forget this. If the interviewer is forgetful of this, the interviewee has all rights to ask for training.


Equipment:
Members of the Civil Medical Union may be issued a wide variety of equipment as fitting to their role in the Clinic. Standard equipment upon gaining an internship status generally consists of:
- Red CMU Uniform
- Level 1 CMU Card
- Pager
- CMU Radio

In addition to this, any staff member of
Doctor or higher in ranking is permitted to carry a number of bandages or a first aid kit on their person, however this must be reported to Management or Administration beforehand. Usage of equipment in the field is still subject to internal CMU logging procedure. This only applies to carrying equipment off-duty, and not whilst performing a CMU function off-site. All other ranks and their equipment provided is listed in S2 of the handbook.


S2.2 - Biotic Employment

It is inevitable that biotics will always be a part of our Union. However, how they participate within the clinic matters greatly. Within the CMU, there are two types of biotics: a Biotic Asset and Biotic Aid. An asset is a low-priority member of the CMU that has joined at the requirement of twenty cohesion points or higher and is delegated to menial tasks. An aid is a biotic of forty cohesion points or higher and is granted a strict and overseen access to more complex actions. Below goes into details about biotic aids (biotic asset information can be found in Section 2 of the handbook) and how one can ascend or descend to another.
Biotic Aid
- Transferred at 40 Cohesion Points, can be released of position if points lessen to below 40 for any reason

- Delegated to tasks such as organizing, preparing operation rooms for in-take, and assisting medical personnel.
- May not operate on their own unless all other human personnel are missing or unavailable upon request
- Must wear proper PPE per biotic standards: medical gloves (if available) and sanitary Union-approved body covering of some kind. (Washing of claws must be performed after every procedure as well, gloves or not.)

In order to become a biotic aid, a biotic must first obtain or surpass 40 cohesion credits. Once this is achieved, said biotic must pass a medical exam, not unlike a human intern would receive. This exam may be given by anyone of Senior Doctor status or higher, so long as it is recorded by any means.

Biotic aids CANNOT host workcycles; they may directly assist a doctor or higher if requested and cannot force themselves in. This role can be revoked by a member of Administration at any time for any fair reason. Any biotic fired from this position will either have a period of suspension or lose their chance to become one again altogether, reduced to a biotic asset (or possibly removed from the CMU altogether)

S3 - Workcycles
The Civil Medical Union and it's employees are expected to host semi-regular functions in the form of Workcycles directed towards the Civil Populace. These may be more physical and material (usually not production) types where a Citizen is expected to perform a particular task, or aimed at their own personal health and well-being. Creativity is the name of the game here, and a well performed workcycle warrants reward to staff and Citizen alike.

- Anybody ranked Doctor or higher may host a Workcycle, as long as it is approved by Management or Administration.
- Civil Protection are not to be called upon to oversee a workcycle with the exception of those which require handling of large amounts of materials or pose a high risk. Use a ratio of 2:1 workers to staff (generally) when planning. Do not intake more than you can handle as volunteers.

- Do not exceed one more staff member than what is actually required using the given ratio, doing so shall be considered abusing the Workshift Terminal for your own gain.
- Anybody may participate, however one additional member of medical staff is required to be available to respond to incoming patients.

Hosting a Workcycle:
- Authorise your shift with Management or Administration.
- Set up the workshift, use /getCWUflags to get temporary PET flags.
- Inform C.W.U and request that they call a Workcycle from their warehouse presently on your behalf, find the volunteers yourselves, or have a broadcast made by a member of
CCA.
- Begin the workshift by pushing the Green 'start' button on the terminal.
- Collect volunteer force from the warehouse, never in-take more than you can handle. Ensure clinic is secured and that storage may not be tampered with.
- Have Volunteers sign in to the Workshift Terminal.
- Pause registration by selecting the Red 'pause / end' button.
- Log Workcycle using the Intake Form.

Workcycle Rewards:

Priority Coupon
| 30 Credits.
Medium Coupon | 20 Credits.
Basic Coupon | 15 Credits.


Generally to be given on a whole-shift basis, however individual reward promotions (or demotions) are entirely within Management and Administration's power to bestow.
For ease and standardisation, all workshift rewards are compiled into the following packages:
Priority Package:
- Low-Manpower, high priority shifts which contribute crucially to the branch. Seek Administration for approval.


Priority Packages offer:
- Priority Coupon (30 Credits)
- Ten (10) Social Credits
Medium Package:
- To be given for time and effort intensive duties which contribute greatly to the branch or District. Seek approval by Management.


Medium packages offer:
- Medium coupon (20 Credits)
- Eight (8) Social Credits
Basic Package:
- Standard Package, to be given for menial labour tasks such as cleaning and donating during mass-blood drives.


Basic Packages offer:
- Basic coupon (15 Credits)
- Six (6) Social Credits
Clinical Staff:
- Provided to all Clinical staff who participated in this workcycle. Hosting may be a pre-requisite for promotion.


Clinical Staff recieve:
- Medium Coupon (20 Credits)
- Six (6) Social Credits



S4 - Clinical Procedures

Xenian Spores & Quarantine Standards:
Patients who present with unknown diseases which display highly abnormal, rapidly on-setting, or severe contagion risks should be quickly brought to the isolated chambers towards the rear of the clinic. This chamber is specially rated to contain spores, vials and other biotics at a minimum size 30nm. This ensures all but the most abnormally small contagions can be kept safely behind the door for extended periods.

Special equipment is to be worn when entering and exiting the room. Attending personnel must adhere to all cleansing standards at all times. Any equipment should be examined prior to entry. Defective equipment is to be removed by Senior staff as soon as possible and presented to the CWU for repairs.


Xenian Spores & Treatment:
Due to the ever-increasing spread of non-terrestrial life upon Earth, dealing with Xenian-life is part and parcel of our new world. In particular, Xenian Spore infections are one of the most common illnesses reported within our urban centres. Staff are certain to come across patients who have been in contact or infected by spores.

Ninety-Percent of these cases are caused by inert or generally passive spores belonging to class one and two infestations, yet this is not always the case.
Active Infections (Class Three):
An active spore infection is a critical matter and requires immediate isolation of the patient and Civil Protection intervention. Treatment is often impossible in the latter stages.

Full PPE is required to be worn whilst dealing with an infection of this nature.

Symptoms include:
- Violent, non-sensical behaviour
- Physical mutations to the body
- Early symptoms akin to severe passive Infections.

Passive Infections:
Generally caused by infestations deemed class one and two, a passive spore infection is categorised by it's inert behaviour and the lack of active, hostile behaviour to the patient.

PPE Required is limited, follow standard procedures with surgical masks and gloves. Passive infections are not severe enough for the patient to pose a contagion risk to others.

Symptoms include:
- Fever
- Laboured breathing
- Clouded Eyesight
- Sepsis


Treatment for passive infections should revolve around maintaining airways and relieving feverish symptoms, however the primary concern will be to prevent sepsis as this is the leading cause of death for this type of infection. Workspaces should be cleaned after use, but full disinfection protocols are not required.

Civil Protection Treatment Standards:
Those who fall under employment within CMU facilities are likely to see wounded Civil Protection units. Such is the nature of potentially dangerous work. However, unlike common workers who are wounded on the job - special standards and precautions are carried by those who operate on the myriad of people serving within its ranks.

- All treatments of Civil Protection Functionaries are to be recorded within the internal CMU database.
- Only a Doctor may freely treat wounded Units, emergency powers may be granted to lower-ranking staff to carry out treatment, however.

- All articles of clothing, including faceplates may be removed by clinical staff to provide treatment. Request permission from overseeing Unit, if none are present inform Civil Protection via request device that you are taking such an action, as long as it is necessary to preserve life you will not be found at fault.
- Adhere to all directives ordered by Overwatch forces at all times.


Occupational Health & Safety:
Due to an increased number of work-related incidents, the Civil Medical Union as legislated in the 'Safe Workers act' are requested to oversee all high risk and priority shifts as part of a dedicated medical team. This request or wish is to be forwarded to the foreman of the shift, who within the guidelines of the legislation will grant or deny the need for Medical staff.

Anybody may partake and request this duty, however it is done with the implicit acceptance of responsibility should you perform poorly during an emergency. Interns are requested to only do this under the oversight of anybody ranked
Doctor or above.



Priority Patient Treatment Standards:
Priority patients may receive more advanced care if needed. This can include the application of Bio-gel and the use of advanced machinery if available. Priority patients can also request specific doctors and make appointments for future visits. Finally, they can also request non-critical operations such as eyesight enhancement or other corrective surgeries. Non-priority patients do not get access to any cosmetic or nonessential correction or adjustment surgeries/treatments.

Priority patients include but are not necessarily limited to:


- Civil Administrative personnel
- Civil Protection Units
- Proclaimed Overwatch assets
- Collaborator's of Grade
4 or higher.

Loss of a priority patient is considered a grievous failure by clinical staff, and will warrant full investigation.



Information Logging:
All staff are required to provide logs for patients that have been treated within the CMU. The only exception to this is for highly basic operations such as physical checkups and miscellaneous examinations that do not utilize any clinic resources. Any and all others must be documented after completion with a basic explanation of:

- Presenting afflictions
- Applied solutions

All this must be logged within the main computer or a CMU-issued PDA. Simplified internal logs are currently in use, and must be filled out when able. All information pertaining to a patient is to be kept under strict confidentiality; leaking any information regardless of severity will result in a reprimand and/or dismissal.

Once a patient has been treated, as part of standardized informational documentation. All clinical staff are expected to make a mandatory record on a patients file. You may log this information in the Medical Data tab on either a CMU Terminal, Combine/CMU PDA. The following template is mandatory when this information is to be logged.

S5 - Restrictions

Condemned Zone
Travel into the Condemned Zone, otherwise known as Indigent or colloquially the 'Slums' is ill advised for Medical staff. This is in large part due to the threat Union staff face when journeying through this area. Though it is not prohibited. You may journey within the Indigent zone with the following stipulations at your leisure:

1) You may not carry any clinic issued equipment into the Indigent zone. Including but not limited to: Clothing, PDA's, Handheld Radio's, Pagers, Medicine, etc..
2) Loss of equipment will be dealt with harshly, especially in regards to the Indigent Zone. You will almost always be found at fault, regardless of circumstance.

Failure to adhere to the above will result in possible violations as well as work reprimands. Demotions, fines, re-educations and dismissal are punishments to be given out at CMU or Overwatch discretion to those failing to meet protocol.


Rogue Act Rules:
A rogue act is utilizing your position within the CMU to your advantage with rebellious intentions, the majority of these require no authorization from the current faction lead, however:
- Major heists, insider attacks, anything which intends to sabotage and/or rob the CMU in a major capacity (Anything permanent such as a workbench, computer, medical machinery, large amounts of medical supplies)
- Sharing the CMU radio frequency
Require you to contact the current faction lead and request rogue authorizations. These acts are defined on a situational case-by-case basis.
Everything else, including minor theft of CMU equipment and items requires no authorization beforehand. However you are required to make it known OOCly to the faction lead what you have stolen for the sake of ensuring the following rules are observed (These do not apply to major heists at the CMU, other than the obvious first one):
- You may not steal from/sabotage the CMU without the required number of CPs online to commit crimes
- There must be at least two other, non-associated CMU members at the clinic at the time.
- You require a rogue act auth to steal a large number of supplies at one time/within short succession of each other.

OOC Rules:
- If issued with a faction radio, you must never drop it from your person even under duress.
- You may make and share copies of unredacted CMU documents and share confidential information freely, however you cannot edit them in a destructive manner if given access to (Nor give edit access to others).
- Never abuse the Combine PDA or Workshift terminal to your own gains, you may give work with the intention of rewarding your friends, so long as it is done in a justifiable manner.
- Treatment should stay within the timeframe of forty-five minutes, if exceeded the treating staff should offer f2b (fade-to-black) to the patient. It may continue with their consent.
- Inactivity exceeding two weeks may result in instant removal from the faction unless an LOA is posted.
