Bug Civil Terminal housing menu not functioning as intended/missing components

1. Bug: The housing menu in the civil terminals is incomplete/Not functioning as intended, missing components
2. Description: I have an apartment and had a friend confirm that I was in it by checking for my CID, yet when I open the menu the only thing there is the option to request new housing. I have the key to the apartment, but I am unable to pay for my rent nor see who else is in the apartment. Even after restarting my computer and rejoining I still am having this issue.
3. Errors/time: No errors, bug occurred around 1:30 PM AST
