Implemented Clarify what a hidden base is

As it stands, surface rebel RP can't exist in the slums as there are zero places to hide during sweeps. Considering this base behind this vent:

is apparently public information for Civil Protection, and this base:

currently requires 30x more materials than what currently exists in the entire resistance economy (26x refined metal, 16x refined plastic, 40x electronic parts, 10x improved nails and screws, 4x building materials [416 metal, 64 plastic, 40 electronic parts, 144 nails, 130 adhesive]) there is nowhere that's safe from a sweep. All it currently takes is a report that someone is selling something in the slums for them to get swept, resulting in one of the most active and influential players in the rebel economy to get killed. I simply ask for clarification on

1. What is a hidden base?
2. Which bases in the map are actually hidden?
3. When can hidden bases be swept by cops?

I can for sure answer 3. which is:

When we get IC knowledge of the place. We see you enter/exit or have intel from someone else that got the knowledge ICly.

I'll just update here that hidden/secret bases will get some clarification soon in the rules.
