PREAMBLE
A WAR IS BREWING IN EURASIA.
LONDON.
MOSCOW.
GENEVA.
PYONGYANG.

A JOINT COALITION FORCE WILL BE ASSEMBLED.
VICTORY WILL BE ENSURED.
ONE
CITIES THIRTEEN, EIGHTEEN, THIRTY-TWO, AND FIFTY NINE WILL ASSEMBLE A JOINT COALITION FORCE COMPROMISED OF PARAMILITARY ASSETS [PENDING] AND M.A.A ASSETS.
TWO
THE COALITION FORCE WILL BE PERMITTED TO DEPLOY IN ANY CITY WITHIN THE SECTOR FOR EFFORTS OF SECURITY, REJUVINATION, TRAINING, AND POLICING.
THREE
THE COALITION LEADERS, ON A MAJORITY VOTE, SHALL ELECT A PERMENANT SUPREME COMMANDER TO OVERSEE AND COMMAND THE COALITION FORCES.
FOUR
THE COALITION'S SUPREME COMMANDER MAY ADMIT FURTHER CITIES INTO THE COALITION.
FIVE
ALL CITIES WITHIN THE COALITION WILL SHIFT THEIR PRODUCTION TOWARDS THE WAR EFFORT.
PREAMBLE
OUR UNION IS AT WAR. OUR UNION WHICH WAS BUILT UPON THE VISION OF A HEDONISTIC PARADISE HAS NOW BEEN CHALLENGED BY AN EXTENSTIAL THREAT FROM ACROSS EURASIA.
THIS ACT WILL EMPOWER OUR UNION TO FACE THE CHALLENGES POSED BY THE AGGRESSOR AND FUNDMENTALLY CHANGE OUR UNION TOWARDS THE PURPOSE OF TOTAL WAR.
THE HOUR OF THE HEDONISTIC PARADISE HAS PASSED. A RENEWED UNION, POWERED BY THE COALITION, SHALL COMBAT THE THREAT OF POLITICAL EXTREMISTS WITHIN OUR UNION AND THOSE WHO SEEK TO TOPPLE IT.
ONE
INCREASED EMERGENCY POWERS SHALL BE GRANTED TO THE SUPREME COMMANDER OF THE COALITION [AS PER THE COALITION ACT], ALLOWING FOR EXPEDIDENT JUDGEMENT TO BE CARRIED OUT ON CIVIL AND ANTI-CIVIL DISSIDENTS ACROSS THE SECTOR.
CONCLUSION
THIS ACT WILL DELIVER A STRONG COALITION READY TO SERVE OUR UNION.
A COALITION THAT CAN COMBAT THE RISING THREAT OF REBELLION.

Additional Notes:
The gauntlet has been thrown down.
Casto has successfully passed emergency measures to deal with the upcoming threat. A grand coalition of Milita groups under the leadership of a Supreme Commander with emergency powers. The supreme commander will be selected from a set of chosen candidates and be effectively at the head of military efforts in this sector regarding City 2.
To prevent command authority related issues coming from the Overwatch Force. I've been compelled to only allow the Supreme Commander to be chosen from all current Overseers in Sector 10 and Sector 19. All Overseers will be receiving a message shortly regarding the upcoming election of the Supreme Commander for the Coalition.
City 24 will also be added to this Coalition as Meyers felt that he needed easy access to Coalition Meetings. The Coalition Meetings will also take place in City 24.
Hopefully, Casto won't find a Overwatch Forces Overseer who is directly allied with him. The position of Overseer is meant to be neutral...

The Supreme Commander will be chosen from a set of applicants by the CA's from the Coalition Cities (which include City 24).
If you want to apply then you will need the following:
1. Either a CCA, OTA or CP whitelist on the server as this character is a OWF Overseer
2. Not to be a CA from one of the listed cities on the acts (+C24).
3. A Name, City (From Sector 10/Western Europe or Sector 19/Scandinavia) and Biography. Higher quality applications are more likely to obtain the role.
4. You will be expected to attend meetings. So I highly advise that you are a extremely active player.
5. When you have this data then start a conversation with me on this forum. I will compile your applications and send them to the Coalition CAs in the coming days.
