This is a repost of a previous compliant, not because I was unsatisfied with the outcome, there was no outcome or explanation, I'd appreciate at least a response even if it's going to be "lol dont care". My character is still living with the consequences of this chip charge that should never have happened, and if it could be resolved that'd be greatly appreciated. Even if the only thing is removing the infraction from my record, this would at least be something to remedy an obviously wrong outcome.

This isn't much a suggestion of a change as a change has already been made, it's more about an occurrence during a previous version of the rules.

One of the rules for raiding shops is that there is a two-week timer after you raid before you can do it again to prevent people from continuously raiding an area. I think it's fairly obvious this timer doesn't function on an individual basis, if my character sent two people to raid a store and they failed, then sent two other people the next day this would surely still fall under the same rules, as the same organization is targetting them for the same reason. It used to be the case that Union factions were affected by this rule also and had to wait two weeks to raid again after raiding a store. Then, immediately after the event I'll describe below happened this rule was changed - and we still got hit with the consequences. I had always presumed that Civil Protection and the CWU/Commerce were on different cooldowns as they raided separately and for separate reasons, but this isn't the case of Civil Protection raiding and then CWU raiding.

On the 26th of August Sunrise was raided by the Department of Commerce, at the time we were storing basic crafting materials in the cabinet as was standard practice. We had been repeatedly searched by cops who had given the okay on these supplies, and store owners were allowed to hold onto tools and materials required to run their businesses. Unfortunately, despite this rule being in replace, Commerce decided to ignore this rule and punish us for it anyway, so we had about a stack of every basic material (electronic parts, metal, adhesive, plastic, wood and glass) taken from us, alongside an SC punishment for storing this. Again this was entirely legal at the time, and a few hours later a post was put up changing the rules so that this was allowed. This seemed pretty unfair to us, as we were following the laws that existed at the time, and being punished for laws that don't exist yet is pretty silly. But the general response I got from the staff team was 'they're CCA they can do what they want', which while unsatisfying I had no choice but to accept.

On the 7th of August, the Sunrise was again raided for an inspection, to see if we were following CWU laws and weren't hiding anything illegal on the premises. To be clear this was within the two-week period since the 26th when the last raid and therefore wasn't allowed as per the rules at the time. Because we were in this time period, we had a number of chips on the property that were caught and so my character Betty Arbuckle was charged with carrying orange tier contraband due to the quantity. Then, the store was closed down for what was going to be a temporary measure and turned out to be permanent. While I was exploring whether or not this raid was legitimate, as it appeared to be an obvious violation of the rule, I was talking to Starless who mentioned that the CWU were exempt from these rules - and that the thread had been edited to make these change literally three minutes before (after the raid was long since over). I talked to Rad-x about this later to try and see if he could help at all and he confirmed that it was Atle who made the change (head of commerce).

It seems to me that the rule being changed is an obvious indication that the original raid was again not legal, although this time it wasn't just ICly breaking/changing the rules it was OOCly changing the rules after an event happened to that the outcomes would stick. I've been DMing with some staff members hoping to try and get this sorted out but generally, it's been to no success.

The tl;dr to me is that for a second time my group has been screwed over by rules changes that have happened after we've got in trouble for them, giving us no ability or knowledge that we were breaking the rules that didn't exist at the time. The first time was annoying but chalked up to a miscommunication (which everything is), but we didn't receive any compensation and the verdict has remained on my character's record. And the same thing has happened again, except this time to the loss of 310 chips, and one of if not the most active storefronts in the city being closed down.

It's obviously too late to go back on this now, I would have posted this thread earlier had I not been told that someone was going to speak to Atle before I continued but this ended up not happening, presumably some stuff happened behind the scenes that got in the way. But the point is I'm not expecting the entire circumstance to be voided, it's gone on too long. But considering this is an obvious case of the rules changing directly to screw us after we had done nothing wrong as per the rules at the time, some corrective measures would be appreciated.

Primarily:
the refunding of the chips that shouldn't have been found in the raid
the refunding of sc that was taken from the raid that shouldn't have happened
the opportunity to get a store up and running again, because this whole thing shouldn't have happened and honestly i think considering our activity and committment to roleplay, the server suffers without an active store like ours.

I know you don't play at the community anymore, but we've been looking at implementing some of the rule suggestions you've provided and the rebel rework itself is under works. OTA leadership has changed as well as of recent.

Regarding the raids is that CWU has been conducting them to most part or the top of MOC if so, but even at that end it's been tamed a lot now. Unfortunately I've really missed most of the raids as they occurred during my LOAs, so I can't give a definite answer on them.

Also we are trying to run more events now for rebels, but experimenting on that part and expeditions guide was posted some time ago.
 
I can make rebel RP work with any ruleset, with more stringent ones it requires playing more like a scumbag but it's always possible, but a ruleset that changes in interpretation by the day is impossible for anyone to work with. If my character gets a series of BS violations from events that should not have happened and were either legal ICly or required rulebreaks OOCly, they end up becoming a major target for Civil Protection and this is impossible to recover from.

This wasn't a suggestion, it was a complaint - thanks for informing me that rules are changing, but that's not what this was about and I don't really care. When my character has five bogus charges that have condemned them to being a target for CP investigations until the end of time, rule changes after the fact do nothing for me. It's already been fucked, and it's been fucked for so long that even if someone were to go "oh wait, yeah these raids and violations weren't legit", it's been months and has been part of the server for so long that the only reasonable outcome would be "it's gone on too long for us to void it now, so we're just going to have to keep going."

Raiding someone, realizing it was against the rules and changing the rules literally hours after it happens is the most cut and dry "this shouldn't have happened" I have ever seen. The fact that it took two months and two threads (the first of which was closed with no response at all) to get a single message on it, which doesn't address any of the things in the complaint itself is beyond parody.


You could have the best ruleset in the world, and so far I have zero confidence that the staff team would be able to enforce and interpret it, and you'd still get a mess out of every situation. Rules problems are one thing, and I can make a million suggestions about how to change them, but if rules that exist aren't enforced, known about or are simply ignored, then any changes you make are inconsequential.
