Combines main goal with Humanity is to turn us into soldiers same with all synths seen and send us off to die on further future conquests. Horses are used rarely in lore by Insurgents and the MAA In places without vehicles or reliable supply routes.
Horses don't fight and it would be detrimental to the city if anything to keep them. Horse/cavalry is a tactic that is arguably hundreds of years out of date being phased out around world war one. Despite still seeing action early ww2. Having horses would be like issuing Muskets to Civil Protection. Not to mention if implemented it would require training for the riders and how they're deployed. Their name I.E Nomad. Boomer. And under which circumstances they deploy.
Why have a horse when the combine APC Fills the role and then some? A mutilated horse body kept alive by machines versus a Lightly Armoured transport vehicle armed with a rocket launcher and pulse machine gun that already is both lore accurate has superior firepower and takes a good amount of skill to take down not to mention being powered with dark matter. *Dont quote me on that* The APC Outclasses the Horse in many many many ways.
