Background:

New Orleans throughout history was an important port and point of strategic control. In the early 21st century, prior to the Black Mesa Incident, it was still an important city of culture in the South. However, in 2001, the status of New Orleans changed rapidly. Portal storms had resulted in the Louisianan bayou becoming uninhabitable for the most part as as such a large influx of refugees fled to the city. New Orleans, like much of the South, was soon abandoned by the Federal Government and left on its own.

Despite these conditions, New Orleans largely survived the period between the Black Mesa Incident and the Seven Hour War. It too was conquered by the Combine and it seemed, at least in the early days, like a Combine City would be established there. However, in 2005, a large hurricane portal storm (Katrina) hit the City, nearly destroying it and flooding most of the City. Following this disaster, the Combine abandoned the City leaving some residents still there.

Years later, the mid Twenty-Tens, the Combine sought to re-establish control over the area of New Orleans which had become a safe haven for pirates and crime. The Combine soon established Outpost 302 with the intent, of one day, turning it into an Urban Center.


Now, New Orleans is a place of raw variety. Conditions go from stable and status quo to utter chaos in a matter of days. Combine forces maintain a relatively average presence with much of the locals of the city lacking much in the capacity to fight. The real struggles comes from the threat of the city coasts. Between massive amounts of flooding and overgrown vegetation to the brazen group of a hostile inhabitants known as The Big Easy Pirates, Combine forces haven't been edger to branch out from the little safety that the city offers. The locals feeling similar in their discontent for the dangers of the surrounding areas.

Recent Events:
[July, 2018]: Hell & High Water
Flooding has been a massive issue as of recent. A blessing for the Big Easy Pirates, a curse from the Combine forces overseeing this Outpost. The surrounding walls of the city have started to give way, allowing for water and outside forces to thrash about into the city limits and cause trouble for the locals.

The surrounding perimeter of the city limits which is a combination of old world infrastructure and Combine technology. A lack of proper upkeep and poor weather conditions has greatly reduced the interquery of this area and caused a significant amount of damage to the perimeter and the inhabitants within despite the fact that Combine floodwalls have been erected.

Bayou Floodplains

What was once a series of low level swamps and Bayous in now completely underwater. The Portal Storms, having caused an unnatural effect on the local climate of the region, have caused a massive surge in the water levels of the region especially due to hurricanes. The has given The Big Easy Pirates access to new bodies of water and the other side of the settlement.

Terraformed Crop-Fields

In an attempt to allow the settlement some degree of autonomy in the hopes of eventually perhaps even elevate the area into an Urban Protection center, efforts were made to create a Crop-Field adjacent to the city perimeter. This project was a failure however and the fields were fruitless in production due to the damage caused by Pirate attacks and flooding. The fields are barely held onto by The Combine.

Big Easy Shore Camp

With the nearby Bayou flooded, The Big Easy Pirates of the region have made an on shore base-camp to further elevate attacks on the locals for supplies and territory. Although the Pirates continue to live mostly on water via large sea-crafts and custom built boat-shacks, they do on occasion gather here in droves for raids and other planned events.

The Big Easy Pirates are a small organization of bandits that formed following the Combine's abandonment of New Orleans in the early days of the occupation. They generally preside in the Bayou in large sea-crafts, boats, and boat-shacks and have a small shorecamp. They often drive through the Bayou and into the flooded city to loot old buildings or harass the Combine.

 
I speak for all Louisianians when I say that the number of rebel gangs needs to be increased tenfold.

Also, some of the things should also change, i.e. why are Bayou Floodplains near Pontchartrain? IMO it would make more sense if it would be more south, near Lafourche.
Kenner, Metairie and the main area of NOLA being the actual Combine zone makes a lot of sense, I'll give you that
The Cropfields of Luling, Gretna, and such make a lot of sense
All in all, though, accurate
 
Very good, fits the world of the United States perfectly for its setting.
