Combine Penal Code
​

CIVIL REQUESTS
​

Any legislations that are introduced by local civil administrations and are not signed in agreement by the Ministry of Civil Protection are thereafter unrecognized by Civil Protection and will not result in the application of criminal charges. Violation of civil requests that fall under this category will result in a credit fine with no official documentation. Fines incurred as a result of violating a Civil Request must be paid to the Ministry of Commerce.

ANTI-CIVIL ACTIVITY LEVEL 5
​

Individuals in violation of the following penal codes are guilty of anti-civil activity level 5. Punishment includes a warning, documentation, and a fine.

14; VERBAL INDISCRETION
--- Unnecessarily yelling or speaking loudly in a manner that disturbs the peace.
--- Unnecessarily whispering around Overwatch forces.

15; MOVEMENT TRANSGRESSION
--- Engaging in anti-civil locomotion such as jogging/running, climbing onto things, and jumping outside of a designated area such as a park.

17N; NON-COHESIVE DETACHMENT
--- Loitering or standing in suspicious areas.

19; CIVIL PRIVACY VIOLATION
--- Invading the personal space of another individual.
--- Engaging in non-violent aggressive behavior towards another individual.

21; NON-SANCTIONED POSSESSION
--- Possessing an excessive amount of personal belongings on one's person without intent to discard.
--- Possessing waste or raw materials without intent to discard, including but not limited to: plastic, scrap,

22; NON-SANCTIONED DISTRIBUTION
--- Conducting or soliciting the sale of lawful items outside of a sanctioned distribution block.
--- Conducting the sale of lawful items without holding the pertinent distribution permit.
--- Conducting or soliciting the sale of restricted items to an individual who does not hold an eligible citizenship status as defined by the Collaborator's Party.

37; NON-SANCTIONED GAMBLING
--- Taking part in non-sanctioned gambling activities.
--- Possession of poker chips valuing forty or more.

407; UNLAWFUL ASSEMBLY
--- Participation in any unauthorized gathering of four or more individuals that is likely to endanger the socio-stability.

ANTI-CIVIL ACTIVITY LEVEL 1

Individuals in violation of the following penal codes are guilty of anti-civil activity level 1. Punishment includes a citation, documentation, and a fine.

27; ATTEMPTED CRIME
--- Attempting to commit sociocide and failing.

28; FELONY INCITE
--- Accepting bribes: while occupying any official position, wrongfully asks, accepts or asks for a thing of value with the intent to influence their decision or action.
--- Offering bribes: promising, offering or giving a thing of value to any person in any official position with the intent to influence their decision or action.
--- Extortion: communicating threats to another person with the intention to obtain anything of value, or any acquittance, advantage or immunity.
--- Soliciting or advising another person to commit any crime.

48; THEFT
--- Committing an unlawful obtainment of another individual's belonging(s) that has not been purchased, officially assigned to or given to.
--- Possession of restricted items without designated citizenship status as defined by the Collaborator's Party.

95; ILLEGAL CARRYING
--- Selling or possessing with the intent of selling, waste or raw materials.
--- Possession of unauthorized face coverings, unauthorized chemicals, or refined materials including but not limited to: stitched cloth, iron, rivets, bolts, and plastic sheets.

99; RECKLESS OPERATION
--- Engaging in any conduct that is wrongful, reckless, and likely to cause harm to another person or damage to property.
--- Failure to perform assigned duties or tasks correctly.

186; FAILURE TO IDENTIFY
--- Unnecessarily wearing any item that conceals one’s face.
--- Refusing to properly identity oneself to Overwatch forces.
--- Failure to carry any required personal identification documents.
--- Neglecting mandated uniform policies: failure of wearing identification band displaying citizenship status or issued civil work jumpsuit displaying identification number.

408; CRIMINAL DAMAGE
--- Minor damage or vandalism (straightforward to repair, minimal impact to function) to any building (public, apartments, shop, …) or urban infrastructure.
--- Damage to property other than one’s own.

415; CIVIC DISUNITY
--- Physical aggression towards other citizens.
--- Publicly being intoxicated or under influence of drugs which alter the state of consciousness unless required for medical treatment as determined by a sanctioned medical installment.
--- Excessive yelling or profanity.

63; CRIMINAL TRESPASS
--- Entering into any restricted area without authorization.

SOCIO-ENDANGERMENT LEVEL 5
​

Individuals in violation of the following penal codes are guilty of socio-endangerment level 5. Punishment includes a malcompliance citation, documentation, and a fine.

33; SOCIOCIDAL COUNTER-OBEYANCE
--- Being a repeat offender to anti-civil activity level 1 violations.

51; NON-SANCTIONED ARSON
--- Maliciously or recklessly setting fire or causing damage with a fire.
--- Unauthorized setting of a campfire.

62; ALARMS
--- Falsely triggering any actual alarms without valid reason.
--- Creations of false reports via request devices or directly reporting to a Civil Protection unit.
--- If done to assist a person in evading Overwatch forces, prosecutable as 105; obstruction of protection or 183; conspiracy.

69; POSSESSION OF RESOURCES
--- Selling or possessing with the intent of selling, illegal contraband.
--- Possession of counter-imagery, restricted communication devices, unauthorized personal protective equipment (authorized: surgical masks), industrial resources, unauthorized tools, unauthorized firelighting devices (authorized: plastic lighters), high quality materials (e.g steel, fabric), paraphernalia.

98; IDENTITY THEFT
--- Impersonating any other person through any means.
--- Falsely portraying oneself within any official function.
--- Possession of someone else’s identity card, identification armband, or official uniform.

105; OBSTRUCTING PROTECTION
--- Knowingly assisting the perpetrator of a crime in order to hinder or prevent apprehension.
--- Making false statements or withholding any information during questioning by Overwatch forces.
--- Non-sanctioned disposal, contamination or tampering with evidence.
--- Vigilantism.

148; RESISTING ARREST
--- Attempting to resist or flee from identity inspection or arrest.
--- Being physically uncooperative during a search.

288 - NON-SANCTIONED PARTNERSHIP
--- Non-sanctioned sexual intercourse.
--- Non-sanctioned intimate contact.
--- Public displays of affection.

507; PUBLIC NON-COMPLIANCE
--- Failure to follow orders from Overwatch forces.
--- Rebellious, uncooperative attitude towards Overwatch forces.
--- Physical aggression towards Civil Protection units. If done during an inspection or arrest, 148 - resisting arrest.

603; UNLAWFUL ENTRY
--- Trespassing onto private property through forceful, fraudulent, or collusive means.

SOCIO-ENDANGERMENT LEVEL 1

Individuals in violation of the following penal codes are guilty of socio-endangerment level 1. Punishment includes disengagement, re-education, amputation, or life-sentencing.

17F; FUGITIVE DETACHMENT
--- Fleeing into highly restricted non-urban areas in order to evade capture by Overwatch forces.

51B; THREAT OF PROPERTY
--- Any damage to Combine infrastructure and resources; generators, forcefields, etc.
--- Severe damage (requiring significant work to repair) to any buildings (public, apartments, shops, …) or urban infrastructure
--- Destroying Scanners. If only small damage was done (e.g, small objects were thrown), prosecutable as 507; public non compliance

63S; ILLEGAL IN OPERATION
--- Selling or possession with the intent of selling, illegal resources.
--- Possession of ballistic materials/armour, firearms or their ammunition, explosives, hazardous specimen, Overwatch equipment, Infestation Control equipment, Combine access cards, fabrication resources.

67; RESTRICTED INCURSION
--- Entering any area designated as high priority without authorization
--- Entering any area restricted to Overwatch forces or Combine Civil Administration members without authorization
--- If armed with any weapon, prosecutable as Capital Malcompliance.
--- Destroying Combine Locks in order to trespass into a restricted area.

94; WEAPON
--- Brandishing, using, or attempting to use, any kind of tool as a weapon to cause harm or fear in another individual.

96; MENTALLY UNFIT
--- Being a repeat offender to socio-endangerment level 5 violations.
--- Violating any term or conditions of civil amnesty, as defined by the Ministry of Civil Protection, while being a convicted socio-endangerment level 1 violator.

183; CONSPIRACY
--- Conspiring with any other person to commit socio-endangerment, if one or more conspirators (attempt to) perform the object of the conspiracy.
--- Knowingly assisting the perpetrator of socio-endangerment in order to hinder capture.
--- Soliciting or advising another person to commit socio-endangerment.

243; ASSAULT ON PROTECTION TEAM
--- Killing or causing great harm to a member of the Overwatch forces while:

1. having an intent to kill or inflict great bodily harm, premeditated or not
2. being engaged in an inherently dangerous act to another
3. being engaged in the perpetration of sociocide or higher violation

--- Kidnapping a member of the Overwatch forces and holding them against their will, or any attempts thereto.
--- Any non-threatening physical aggression against a member of the Overwatch forces is prosecutable as 507; public non-compliance.

245; ASSAULT ON HIGH VALUE TARGET
--- Killing or causing great harm to a priority citizen (including members of the Combine Civil Administration) while:

1. having an intent to kill or inflict great bodily harm, premeditated or not
2. being engaged in an inherently dangerous act to another
3. being engaged in the perpetration of sociocide or higher violation

--- Kidnapping a priority citizen and holding them against their will, or any attempts thereto.
--- Any non-threatening physical aggression against a priority citizen is prosecutable as 415; civic disunity

404 - RIOT
--- Participating in a riot.

404b - PROMOTING COMMUNAL UNREST
--- Instigating or being a leader of a riot.
--- Retaliation against the reporter of a crime.
--- Publicly speaking out against the Combine.

415b; CIVIL INCURSION
--- Killing another citizen or causing great harm to another citizen while:

1. having an intent to kill or inflict great bodily harm, premeditated or not
2. being engaged in an inherently dangerous act to another
3. being engaged in the perpetration of another orange tier or higher violation

--- Kidnapping another citizen and holding them against their will, or any attempts thereto.

422 - CAPITAL MALCOMPLIANCE
--- Knowingly holding connections with an anti-citizen and failing to report the individual. Being an anti-citizen.

505 - EVASION
--- Successfully evading Overwatch forces.
