Preamble

Combine Penal Code

The Combine Penal Code defines the legal framework by which order is preserved within Combine administered districts. It establishes what constitutes a violation, how those violations are categorized, and the corrective measures that may be applied by Civil Protection.

This code exists to maintain stability, deter anti-civil behavior, and ensure predictable enforcement across all Sectors. It applies equally to all registered citizens unless otherwise designated by Civil Protection Command authority.

ANTI-CIVIL ACTIVITY LEVEL 4 BLUE-TIER

Individuals in violation of the following penal codes are classified as Anti-Civil Activity Level 4. Punishment may include a verbal warning, and a minor fine of 5 to 20 credits, subject to ground unit discretion.

• V014 Verbal indiscretion: Insults, swearing, or otherwise disrespect to Overwatch Forces during operation.
• V17N Non-Cohesive detachment: Movement, loitering or standing in areas that are considered suspicious.
• V021 Non-sanctioned possession: Possession of level 4 contraband.
• V027 Attempted crime: Attempting to commit any non-sociofracture crime and failing.
• V028 Non-sanctioned partnership: Non-sanctioned intimacy or displays of affection.
• V063 Criminal trespass: Trespassing in a restricted or private area without authorisation.
• V099 Reckless operation: Engaging in any conduct that is wrongful, reckless and likely to cause harm or damage. Failing to perform an assigned task correctly.
• V186 Failure to identify: Concealing one's face, refusing to identify oneself, not carrying ID card, failure to follow uniform policy (jumpsuits, armbands, etc.).
• V408 Criminal damage: Causing minor damage to buildings, destruction of non-Combine property; vandalism.
• V415 Civic disunity: Public indecency or intoxication, excessive yelling/swearing, physical aggression towards other citizens; disturbing the peace (unity).

• Level 4 Contraband: Unauthorized Face-concealing Attire; Unauthorized Chemicals; Non-approved radio device, hand-held or stationary, pages included; Potential Weapons

ANTI-CIVIL ACTIVITY LEVEL 3 YELLOW-TIER

Individuals in violation of the following penal codes are classified as Anti-Civil Activity Level 3. Punishment may include citation, documentation of -1 to -5 social credits, and a fine of 1 to 15 credits.

• V17F Fugitive Detachment: Fleeing into highly restricted areas (infested zone, outlands).
• V048 Theft: Stealing from another individual, fraud.
• V062 Alarms: Triggering false alarms, making of false reports.
• V095 Illegal carrying: Possession of level 3 contraband. Sale or intention to sell of level 4 contraband.
• V098 Identity theft: Impersonation, possession of faction uniform while unemployed, possession of another person's ID card.
• V105 Obstructing protection: Withholding or giving false statements in questioning, vigilantism.
• V507 Public non-compliance: Refusal to comply with lawful orders issued by Civil Protection, including minor and non-injurious physical resistance.
• V603 Unlawful entry: Trespassing on private property through forceful means; breaking and entering/trespassing upon the Infestation Zone.

• Level 3 Contraband: An amount of junk that surpasses a reasonable personal use threshold, such as more than fifteen articles; Any combination of raw materials exceeding fifteen total units in a way that suggests preparation for crafting or trade; Refined materials and resources that indicate organized production rather than individual use.

SOCIO-ENDANGERMENT LEVEL 2 RED-TIER

Individuals in violation of the following penal codes are classified as Socio-Endangerment Level 2. Punishment includes malcompliance citation, documentation of -5 to -10 social credits, a fine of 15 to 30 credits, and collection of a mugshot with formal file documentation.

• V033 Sociocidal counter-obeyance: Engaging in any conduct that is wrongful, reckless, and likely to cause harm or damage to a large group of people.
• V051 Non-Sanctioned Arson: Unauthorized use of fire, negligent or malicious damage by fire.
• V069 Possession of resources: Possession of level 2 contraband. Sale or intention to sell of level 2 contraband.
• V148 Resisting arrest: Trying to resist or flee from ID inspection or arrest, attempting to evade Overwatch forces.
• V183 Conspiracy: Being an accessory to, conspiring in, soliciting, or failing to report socio-endangerment level 2 and level 1 violations.
• V415A Civil Battery: Public attacks against other citizens.
• V404 Riot: Engaging in, initiating, or holding any involvement in a riot. If excessive numbers, prosecute only the inciting subject.
• V410 Criminal Imagery: Possession of anti-combine material. (Books, posters, online imagery, cards, etc.)
• V505 Evasion: Purposefully avoiding Overwatch Forces with a BOL, or during a sweep. Otherwise hiding during inspection.

• Level 2 Contraband: Unauthorized Production Appliances; Fire-starting Tools (threatening infrastrucuture); Protective Gear (Unissued)

SOCIO-ENDANGERMENT LEVEL 1 BLACK-TIER

Individuals in violation of the following penal codes are classified as Socio-Endangerment Level 1. Punishment includes immediate detainment and investigation. Terminal verdicts may only be issued with authorization from High Command and its Rank Leader Council.

• V51B Threat to property: Engaging in destructive behaviour towards Combine tech/resources/buildings.
• V63S Illegal in operation: Possession of level 1 contraband, intent to sell level 1 contraband.
• V067 Restricted incursion: Trespassing in an area restricted to Overwatch forces or designated as high priority or destroying Combine locks.
• V094 Weapon: Attempting to use, using, or threatening with, a lethal weapon.
• V243 Assault on Protection Team: Murder, attacks with severe injuries, kidnapping, or any attempts thereto (against Overwatch forces).
• V245 Assault on HVT: Murder, attacks with severe injuries, kidnapping, or any attempts thereto (against priority citizens).
• V415B Civil Incursion: Murder, attacks with crippling injuries, kidnapping, or any attempts thereto (against another citizen).
• V422 Capital malcompliance: Being an active threat or member of the resistance.

• Level 1 Contraband: Armor; Weapons; Overwatch/Infestation Equipment; Fabrication-grade resources
