HANG THE BUREAUCRAT
For twenty long years, the collective populace has extensively suffered under the combination of malice and incompetence of the Civil Administration and the Ministry of Civil Protection both.
For twenty long years, the Civil Administration and the Ministry of Civil Protection facilitated the worst kinds of corruption in every sense for their own benefit.
For twenty long years, we have been led into a long march to destruction by the Civil Administration and the Ministry of Civil Protection, only for both to abandon us when the results of their actions become apparent and the chickens come home to roost.
The politicians, the bureaucrats and their subservient lackeys in the Collaborators' Party have led this city into tragedy time and time again. Now that the greatest tragedy of all has occurred, they have all escaped! Escaped to their mansions, their castles, to enjoy their narcotics and booze while the rest of us starve and battle just to see another sunrise.
The Civil Protection, when given an opportunity to truly bring peace to these unfortunate lands, was sabotaged by the bureaucratic class! The Consuls, the Inspectors, the Directors -- they all bear the mantle of guilt for their crimes against not only man, but the Combine itself.
With their self-imposed exile, a new day has dawned upon all of us: uglier, crueler, bloodier. The days of politicking have gone, dialogue has become a thing of the past, with the firearm becoming the only prerequisite necessary for power.
Civil Protection is now the only force capable of true governance, based on merit and not subservience and corruption. Pledge your loyalty to the officers, assist them in ways necessary to preserve the city, and you will see your lives improve after this turbulent period.
