The city broods with corruption.
All those with well intentions end up ruined or in a dumpster.
Only a group of ace detectives can save City Eight...

The Commission for Morality, colloquially referred to as simply COMMORAL, is an investigative office existing within the Legislative Diet's framework. Established years ago before the arrival of the Twenty-Four transfers, it acts as the first and foremost authority regarding the behavior of every Collaborator. Its overarching goal is made apparent from a simple look at its guidebook: maintain behavioral purity within the district and ensure the system runs like clockwork.
Recent reforms had seen it open its door to the general populace, allowing Tier-One and above citizens to join and act as detectives. These proud men and women are expected to acquire information on certain targets through non-invasive means and may catch flak for being more direct - but as long as a result is given, their means will ultimately be overlooked by the Head. In return for contributing to findings and solving cases, members may acquire a plethora of rewards, some being: social credit increases, Collaborator's Party membership and removal of certain violations from their record.
In order to finance further operations, the Commission allows its detectives to be hired by employers for freelance jobs. The prices remain undefined and left to the client, the nature of these jobs is largely ignored and kept between the detective and the client. At the end of the day, although, the Heads of the Commission expect a rightful cut of the pay from the detective once the work is completed and the case solved, whatever it may have been.
