Can someone write up a complaint thread on the bad role players who play to win or abuse gmod jank to kill other people? Like hearing through meters of thick concrete and steel.

I've noticed this a lot while playing on my cop and in other scenarios. Here is a situation I saw:

Cops hearing a voice line but not seeing the text pop up and thus committing to a search. Same with radios, hearing a radio noise while not hearing the person's speech is another thing I've noticed.

What you just explained is TextBook Powergame and abusing game mechanics, I recommend always having a recording device just incase something "sus" happens so you can report it ingame.

And as far as I know complaints threat is closed, may be wrong tho.

I'd also like to note down another situation that I saw happen. A few days ago there was someone who decided to actively metagame in an indirect way by checking the tab menu to see someone was online. Thus they concluded that said person was attempting to avoid them. Even though you can't really know someone is not around unless you see them around and then missing. Simply another example of metagame.

Well in this situation it's more like "Oh someone is not responding over the radio, let me BOL them and have them imprisoned because I know their online through the tab menu, even though you don't know that their not sleeping"
