Gone is Koshida Oda, the city’s previous administrator, whose metropolis he let slip.

From the brink, our city rejoices...

In the wake of his failure, a grand regency is born, formed from the uneasy alliance of the city’s most preeminent past figures: Yurievich, Mulligan, Heartwick, and their chosen head, Orwell.

The Gang of Four...

Together, they form the Head Ministry, City Twenty-Four’s interim administrators, each man an untethered being in his own right. Yet, with no loyalty to each other, they are driven only by solidarity in rank and keeping to Orwell’s mirage, giving way to inner friction and turmoil among their ranks.

Loyal only to their vision...

With an ironclad zeal reminiscent only of Rome and its both Ancient and Modern counterparts and sanctioned by a nigh-total forfeiture of the city’s faculties towards their end, only does the Security Council remain loosely independent from their pull, yet unchecked by the Head Ministers’ sway as they look upon the Security Council and its members with increasing focus and distrust.

With contempt in their eyes...

As the Head Ministers wage tirelessly through political decree and thuggery to pursue their baleful agenda to its ends, left unopposed, they will sink their fangs deep into the Security Council and its institutions, their venom corrupting and unending.

And from the ashes...

Sedition will end, and democracy will fall. The Party line, as we know it, will change, whether willingly or not, with its members alongside it. A recurring degeneracy will consume its ranks, and under their watchful eyes, the Party is set to be reshaped and reformed, for better or worse.

As the Chairperson, you and the Security Council are next on the chopping block, and things are looking bleak. For the next two months, you will preside over Security Council meetings, legislation, and policy as you represent the Security Council and, by extension, the Collaborator and people’s last hope of legal resistance. You will be made a fully-fledged CCA member and be awarded absolute impunity for your term, with only the slightest exceptions.

As the Gang of Four project themselves and their vision, you will either corroborate their will among the Councillors and capitulate, leaving the Collaborators worse for wear, or rally its opposition and fight back against the Gang of Four’s influence.

Whatever path you choose, be careful, though. The Security Council is rife with turmoil, and one wrong misstep on either side of the conflict could lead to an easy expulsion or worse— could even spell death in the unlikeliest of cases.

As death, perfidy, and malfeasance impend upon our court, only a wieldy leader may endure.

Will you shape the future of the Security Council as a champion of its proud institutions?

Or will you become its greatest saboteur?

Only the Chairperson can resist.

The role of the Chairperson carries a heavy mantle. How will you bear that weight?​

All applicants must have a GOAL. The goal in question reassures the CCA Lead that you have ambitious plans, as opposed to just wanting the coveted throne. The CCA Leads must OOCly verify that YOU the applicant is fit to OOCly run the faction. I've no intention of interfering with the goals submitted, however, you must show me you plan to do SOMETHING.

REMINDER. Be 'cautious' in how your character displays their campaign. Remind yourselves that the Ministry of Civil Protection and the Combine are watching your candidate. Anything otherwise considered 'against' the Combine's basic interests ex. (calls for total democracy, abolition or reduction of re-educations) will likely be punished accordingly IC. Take note this is an OOC Application and nothing displayed here will be taken IC, other than the fact your character is 'running for office'.

Candidates also have the ability to declare a 'running-mate' alongside them or appoint one at a later date. The exact role in which they'll play will be subject to debate, but they will be next in line if the existing Chairman is impeached, killed, or departs the server OOCly.

Furthermore, all applicants must be existing characters on the main server, of T3 status or higher. No authorizations will be granted under any circumstance.

- Utilize this space to outline who your character is, their campaign, their name, along with their tier. - Advertise who your character is, and what they plan on doing 'in the public view' for people to see OOCly. The more creative and detailed the better for the people to gauge the aspirants.

Vivienne Rodier-Geudreau has already rather-well placed herself within the active ranks of the Collaborator's Party... and placed herself in direct opposition to Orwell and Heartwick, given their very-regularly stated views on Hyper-Republicanism and The French.

Having her be Chairperson provides a very, very direct enemy for the Administration to want to combat, as well as somebody for Anti-Orwellian resistance (maybe literally) to rally around. After all, a Frenchwoman couldn't reasonably be allied with Orwell even in the most ideal of situations.

It gives the Ministers even more reason to want to crush the remaining authority of the Security Council- and do it fast, which is only more likely to provoke the rest of the Collaborator's Party to action against the Ministers, which- well, could potentially only keep going and going.

Her policies are mostly going to fall in line with Hyper-Republican doctrine- firm anti-corruption measures coupled with the improvement of the common citizen's life through an empowered industry. A starving people may never fight back... but a well-fed and orderly people will never want to. A citizen who can earn a wage and spends it has invested not only in their own life, but the lives of the employees, the store manager, and the entire street.

Making sure City Twenty-Four can achieve true autarky ensures that is well-positioned to combat any and all threats in the future- ensures it inspires pride in its citizenry. Ensures the crises of the past- the food shortages and marauding hordes never again threaten its stability. Though, this does not mean it must be closed off from the world.

Hyper-Republicanism was meant to spread- but meant also to put its city first. So says the The Little Blue Book, 'we cannot claim to defend a population while burdened with obeying a complete stranger, who knows nothing about our problems.' City Twenty-Four was a powerful, gleaming gem in the Union's crown- and it shall be again.

City Thirteen stands tall on its own thanks to Hyper-Republicanism. Likewise, City Twenty-Four must put itself first, while standing aside its fellows.

An independent City. A prosperous City.

A Hyper-Republican City.

Leonard Reiter, founder of the Metadynamist Ascension Forum, Chief of Staff of the Head Ministry's Advisory Council, and author of "Xenotechnical Providence and the Fourth World", suggests that Controlled Democracy, if used correctly, can be assimilated as another apparatus of the Metadynamist Instrument.

Therefore, Leonard Pallas Reiter-using his Mandate from the Head-Ministry- is declaring his candidacy for the position of Chairperson of City 24. Reiter, through implementation of the MDAF's 'Derivative Alignment Concord', plans on re-inventing City 24 into both a Sector and Global Leader in commerce, research, art, and Metadynamist Philosophy.
