Denied Computer Overhaul ideas

So this should be a simple suggestion, a new computer UI, I'd imagine it would be pretty much based on old Macintosh computers seeing as the model itself is based heavily on it.
How would this work? For starters, the background now could either be the old Windows background everyone knows about or something more Combine -Themed.
Notes would work in the same way but perhaps maybe as a kind of "application" with there also being maybe Combine run websites, for example, a news journal where citizens can read newspapers from the comfort of their computers, perhaps even video games that can be purchased as CDs, put into your computer and can be played (obviously it would be Combine approved)
Really there are lots of ideas that come to mind I'm just throwing out some of my own, I'm sure others can suggest their own in the replies.

It's an IBM computer from the 80s, so they're well before the time the internet was commercialized. A lot of these even had monochrome green displays if they didn't have low-quality color, so the tech limitations are already pronounced.

Then again, the seven-hour war happened in 2004 meaning it's not too far of a stretch to say maybe the computer where modified perhaps even made out of other computers all put into one design, not only that but it's clear the internet existed in Half Life by Russel's remark so I'd imagine the combine would make something out of it.

It doesn't matter if the internet existed when the combine invaded or not. It's a question of whether the combine would use it, or make their own version, which I don't think they would. They'd have networking, but it wouldn't be anything like an "internet" that we have now or back in 04 or anything like what humans made.

I mean the combine have clearly based some of their technology (such as helicopters and the pulse rifle) off of human products so I'd imagine they'd take some interest in the internet, then again maybe they have their own internet system whilst citizens have their own, similar to the US Government computers

Outside of earth we don't know how authoritarian the combine are on "integrated species" and so they may have their own internets there. But on earth while it's under occupation, there would most likely be no internet.

I mean, in our lore there's player-owned shops and arcade machines if combine has given enough liberty for people to do that I'd imagine an internet would exist however highly monitored and surveyed
 
Even in present day, the internet is prohibited or made unavailable in areas where an extreme authoritarian government is present, such as North Korea.

The main reason being, obviously, to prevent the spread of information that the regime would deem harmful. I would assume the Combine would share the same sentiment as well.
 
This would take up far too much time and the concept for our current one is they've snatched up some super old OS and made it suitable for their own purposes, aka the old computer model
