i think oocly they are meant to be a more roleplay oriented faction (unlike OTA)

Nothing is being changed. I am sorry. Too many times have we changed things based on nothing more on in-universe-opinions and "how I believe they should be portrayed." Plus I disagree with the thread.
They're set up as this for a specific reason, have already 'fallen from grace' over the two-decade occupation the Combine have physically held on Earth, and are a token force to what they were before. What's the worst face the resistance could face? Something just as perverted that look a lot like themselves and face the same old hardships. Just one side doesn't get shot at by the Combine, and eventually gets to go home... or do they?

In any sense, Connies / MAA were presented in Short Stories with an entertaining success to what they should have been doing - guarding depots or specific clusters to which Overwatch can't use the resources to send a detachment. Civil Protection is told "if you leave the city you are big gay" and we'd get the same comment

Right then that solves any issues I'd have, thanks for explaining the use to me. Thinking about it they seem like a good enemy for forum RP or event servers, might be interesting.
