Hello everyone,
My name is ayo, I have been with this community since the first launch. I have found everything to be very pleasant. I have enjoyed my RP on the beta and first launch. I am writing this complaint because I am very unsure how the PK guidelines work with Civil Protection. Over the past 2 weeks of the beta there has been over 8 PK appeals, to my knowledge, that have all been based around faulty civil protection or overwatch PK's. 6 of them are public, and 2 are private.
So, I look into this. Seeing how I am someone who regularly does both crime and city roleplay during my time on Half Life RP servers. I beg to ask. What exactly is going on with Overwatch PKs?
To start, I came across these logs when conversing with an OOC friend of 'Civil Protection Hit'
As you can see a Civil Protection Officer, played by Wraygun, placed a hit on what he thought was a gang leader. The hit was done, but the reason was false. A simple misunderstanding...
But this brings me to ask...
"If CP's can order PK's for gangleaders, why can't anyone do the same for them?"
As we can see, the Civil Protection Officer admits that his information is false, as you can see on the last line. The PK is still done, no question about it. I see many errors with this, as a player. Firstly, a Civil Protection Officer placed a hit on someone for assuming they were a criminal. This action is something that simply doesn't make sense to me OOCly, it would be in the right mind for a Civil Protection Officer to want to get a criminal. But hiring hitmen just doesn't make sense, especially when the reason isn't 100%. If I were to roleplay as a civilian, and placed a hit on a Rank Leader because they were a high ranking CP, it clearly wouldn't be allowed. But something like this, a rogue cop placing a hit on a suspected criminal, just doesn't make any sense to me. Its clear targeting of a group, killing them with no evidence just because they're suspected of affiliating with a group.
"What are the rules on witnesses?"
My 2nd question is, what are the rules on killing off of witness statements? I was PKed over a single witness statement within the first week of the beta, and although it was deemed a mistake by the officer it still had happened. The rules state that "The Combine factions require conclusive evidence of the character committing the violations (bring caught in the act, direct combine eyewitnesses, camera recordings, multiple reliable non-combine witness reports, ...)" but in the PK appeals I see none of this happens. For example, the PK hit placed by the Civil Protection Officer simply creates a loophole around this rule, the character had no 100% evidence against the character, but went around the rule by not doing it himself.

[9:07 PM] Bluerrey: Hey can I ask a question? [9:08 PM] Wraygun: Go ahead^^.
[9:08 PM] Bluerrey: Just curiosity. What made you place a hit on Hamzah after he was released yesterday?
[9:08 PM] Wraygun: He is the gangleader, right? Well. [9:08 PM] Bluerrey: Nah
[9:08 PM] Wraygun: JURY released the guy. No? Isn't he the leader of the red jackets?
[9:08 PM] Bluerrey: He wasn't the gang leader No That was Arthur
[9:09 PM] Wraygun: Well fumck :>. I only placed a hit on him since.. I was under the impression he was. And besides.. JURY let the guy free, despite him being associated with all of 'em. With.. The red jackets I mean.
[9:10 PM] Bluerrey: We had big plans around with Hamzah. But he wasn't the leader of a gang if that's what you killed him for The rest comes second, you initially placed a hit on him for something invalid
[9:11 PM] Wraygun: I mean; yeah, it's pretty much invalid now. Though..
[9:11 PM] Bluerrey: Hamzah made a PK appeal
[9:11 PM] Wraygun: Will read it through.
[9:12 PM] Bluerrey: Thank you for helping out tho, I didnt expect you to be nice [9:12 PM] Wraygun: I like fair games. And if this wasnt fair.. Then I am sorry. Truly. Since.. I kind of relied on the info I had from civs.
[9:13 PM] Bluerrey: no its okay. Im just trying to help out Hamzah and give him clear view on the PK iteself In the rules it says that you cant be killed for something you have not caused. In this case, he was killed for being a leader, which is false The leader of the gang was Arthur
[9:14 PM] Wraygun: The PK is invalid in this case. I was so convinced that Hamzah was leading the red-jackets. And besides: I didn't interrogate for the most part sadly. So... I am obviously missing out on a lot of things.
Adding this as well
[PM] C17:i2.VICTOR-4 (Wraygun): I've put a hit on everyone who was a key member when it came to the gang structure. Every info I had, was provided to me by informants.

"What are the rules on witnesses?"
"Where are the OTA/CP leads?"
I've been playing the beta for a majority of the 2 weeks, having stopped yesterday due to this PK fiasco, and I have not really seen much interaction between CP's and Overwatch when it comes to their investigations. Referencing my PK appeal of my James Campell character, you can see OTA had no clue what was going on. They simply took my character from Civil Protection, did some tortureRP, and then PKed via the NP train. An OTA was the one who PKed me, and Rank Leader was the one who accidently marked my character anti-citizen. A character PK done by 2 leads who both were in the wrong, this just doesn't make sense from an OOC standpoint.Overall
I overall just see a lot of things wrong OOCly with what has been occuring on the CP-civilian side. With all of the 6 public PK's being done due to error of either overwatch or civil protection it is safe to say that there is an issue. We've seen a CP placing PK hits on everyone he suspects to be in a group(C17:i2.VICTOR-4), PK's being done over 1-4 witnesses (Arthur Bradley), PK hits with poor reasons (Hamzah Kasem), 'Accidently' being marked Anti-citizen and PKed by two faction leads (James Campell), darkRP RDM done by CP's (Michael Smooth) Another PK done by Overwatch without criteria being reached (C17:OfC.JURY-404), and many others. I just have to say, how are PK's done by overwatch, and why are they able to PK character's with the snap of a finger?
