EARLY LIFE AND CAREER PRE-WAR
Rome Howell was born in 1965 in Nevada, U.S. He attended the University of Nevada, Las Vegas, earning a Bachelor’s Degree in Hospitality Management and, shortly thereafter, a Master of Business Administration.
Rome was later employed as a District Manager in the food service industry for a Seattle based company, Briar & Wheat. After ten years of faithful service, he rose to the rank of Director of Operations. The unprecedented doomsday scenario emerging in the four corners sent the U.S. economy into a freefall. He was swept away in the sea of layoffs that followed, later fleeing to the eastern seaboard.
In 2002, the United Kingdom formally granted him refugee status, placed in Council Housing, and provided for through welfare programs propped up by the British Government.

POST-WAR AND POLITICAL AMBITIONS
Out of the ruins that were left by Combine’s arrival. An anxious uncertainty was in Rome’s windshield. He’d spent the better of the last decade lost between borders, a refugee in Europe, living as a beggar under the generosity of others, until he ended up in Paris having heard rumors the city was left vastly untouched. Despite this, he arrived only to be caught in the opening days of the Red Winter. A total return to the dark ages, he cowered and did his best to avoid the unrest.
When semblence of order returned to City Thirteen. His career ambitions were renewed, briefly working in the inaugral Bureau of Credit for a year to build clout. He took a chance and threw his hat into the ring, campaigning for the assembly under centrist promises in his bid for the assembly. On the ballot, he was registered under the Labour ticket, though a moderate through and through. His campaign was sold as a bipartisan bridge between Labour’s social policies paired with the Optimate & Collective’s economics in an attempt to captured a wide array of voters.
Howell was an avid proponent of renewing the Mutual Prosperity Agreement to secure what he refers to as District Seven exceptionalism, a concept which involved strapping a rocket and ‘superfunding’ failing districts and devoloping non-incorporated townships through the generosity of Seven to reaffirm its place at the forefront of City Thirteen. He demonstrated his commitment by volunteering in a ‘humanitarian mission’ to develop Courbevoie, maintaining a blog to reach voters back home. Ultimately, he'd managed to secure a narrow victory in the race for the eighth seat in the assembly, now Councillor-Elect.
