The Combine Labour Co-operative is an emerging party within City Thirteen. It imports the ideology of the British Labour Party. The combine's occupation of humanity has introduced a new bureaucracy and administration that is otherwise both a Democratic Socialist and Social Democrat's dream.
❖ Focuses on pragmatic policies, social investment and improving living standards under the occupation. Rather than focusing on meaningless rhetoric of what an 'ideal future' of the Combine should be. The focus remains on enhancing the current position of Humanity and the residents of the district in which we reside in.
❖ The best remedy to opposing resistance is through providing opportunities and improved living standards for those that wish to work for it. Under a workfare system, assistance and benefits will be attributed for those seeking to participate in the system. A resistance cannot grow if opportunity is given, no fuel for them to conduct their propaganda at all claiming we are being suppressed.
❖ In this new relationship of an inter-dimensional authority that exists beyond our comprehension. It must be understood that what we were entitled to are expected to be worked and earned for rather than simply expected to given through hand-outs.
❖ Humanity has been exposed to threats that exist beyond us. For that reason, we should enable our protective forces. Particularly Civil Protection who should have a greater influence on day-to-day affairs in defending the District, Wider City and the Citizenry.
❖ In terms of inheriting the politics of British Labour, it leans towards Old Labour, with economic policy being a mix of Old with New Labour. Our social policies aims to resolve inequality and ensure that redistributive efforts are being made.

Horatio Kingsley was born to an English father and a Scottish mother. Raised in Luton. He grew up in a working-class family with his mother as a stay-at-home wife and his father as a railway worker. At secondary school and sixth form, he was an excellent student studying humanities and ascended into the London School of Economics, studying Politics, Philosophy and Economics.Whilst at university, he began to associate with the Young Labour wing of the Labour Party. Politically engaged, he has remained class-conscious, seeking to drive down wealth inequality. After the UN-backed peace accords with the Combine. Horatio was a founding member of the new Labour Co-Operative in City Two.
After being drawn towards City Thirteen as part of the relocation schemes taking place. He imported the ideology of the Labour Party. Experiencing a degree of success within City Thirteen and developed some relevance. Horatio remains a newly elected Councillor of District Seven.
