The Optimates - ChairmanLaw. Order. Structure.
The Optimates stand for all of these values. They see the status quo as comfortable, and seek to uphold it. The State's job is to enforce the rule of just law among the subjects, and Optimate Councilors are known to be incredibly classist.
The inferior exists for the sake of the superior, after all.
If the Assembly ends up with a majority Optimate chamber, expect laws to be passed that favor Civil Protection, laws with a lot of paperwork demands, and laws that favor the upper class over the lower.
With that being said - the Optimates value the Assembly. They would vehemently oppose any attempts of any chairperson, one of theirs or not, to consolidate power around themselves. Men are corruptible, and only the Combine should have the absolute power to dictate things.
They are also (to some extent) believers of meritocracy. Even as they tread on the lower class, they leave multiple avenues open for them to climb to the upper echelons of society - often by treading on their brothers and sisters.

Why should you be a councillor/collaborator?
I can talk about my experience in the loyalist sphere (mainly as Ashley Valera on Terminal Seven), but I think it would be more interesting to talk about what I intend to do.
I'm looking to play a believable villain of a loyalist - the kind that genuinely believes the ideals he touts, without being a comic book villain. He is inspired slightly by Cato the Younger from the late Roman Republic days. He is stubborn, uncompromising, unyielding – but not downright "evil." He cannot be bribed, but perhaps he can be reasoned with. He would cut rations from the lower class, but he would view random executions as barbaric and unbecoming of a civilized society.
Backstory
Julius Knightly, thirty-five. Born to an Italian mother (Lucia) and an English father (Joshua), Knightly was a career politician.
A degree in law led to a position as a parliamentary researcher for a Member of Parliment (MP) in the Conservative Party in the United Kingdom. Soon enough, the man had run for office as an MP himself, and he would have gotten it, too, had the Combine not invaded and dashed his hopes (alongside Earth's Independence).
Yet Julius's ambition did not stop there. Even as he was relocated away from his parents to City Thirteen, Julius was scheming. Joining the UBC as an administrative clerk to prove his reliability, he built connections within districts. Soon enough – he had founded the Conservative Party. One based on law and order. One that is to bring much-needed structure to the districts.
He ran for chairperson, in fact. And he would have gotten it, too! Had people not spread unfounded rumors about him… or so he says. The truth of the matter was, a lot of his ideals were not very popular with the lower classes. Even among peers, his uncompromising nature made him respected and feared… but not liked.
With that being said, Knightly instead opted to run for the Assembly as a representative of The Optimates (a rebrand of the Conservative Party). He insists that a total Optimate victory is needed to bring the district back from the brink of chaos after the riots, to end the epidemic of people going missing, and to once and for all crush the District Seven black market.
… Oh. What was that? You're saying the Harmony Collective is going to help? Are you mad? That band of thugs?
Knightly views the Harmony Collective with extreme distrust. A self-organising group that exists outside the rule of the State cannot be trusted. But they cannot be wiped out, either - they have too much political sway.
They better behave themselves, though. For under Knightly's watchful eye, nobody is above the law.
