Implemented CP Lockers

Add some form of storage for CPs in the Nexus, for them to have their own lockers to place items they don't currently need, or some other personal RP item.

How about a CP Stash instead?
Model could be a row of lockers, so, works in a way as a "personal storage"

We had a CP locker stash in the nexus in D47, not sure why there's not one here

This sounds good, as I'd imagine setting up lockers for each individual sounds tedious and time-consuming. And according to Milkman, this has already happened back at D47, so there's even more reason to have it.

It should be very simple to add a private stash to the armory just like the one in PCS-2 and PCS-3.
