CreekMando solves the C24-C13 arc. / "Arceneaux's Conspiracy"

I, CREEKMANDO WILL PROVE TO YOU THAT THIS HAS ALL BEEN ARCENEAUX'S DOING.​
  • - C24 and C13 have a rivalry.
  • - i24 is in no way a regular district, it's a penal colony
  • - The Consul is the "first citizen" meaning that he was a prisoner, and probably still is to some extent.

  • - he day before the attack took place, a member of the CCA was killed in a resistance attack, weakening the city.

  • - A random nobody comes in and detonates of a suicide bomb when the city is in an unrest procedure

  • - Executive Orwell comes to the nexus during the bomb aftermath with Arceneaux and PRESUMEABLY demotes or punishes the Consul, blaming the unrest on his own incompetence
  • - We can assume then that The Consul is replaced by Arceneaux, and The Consul is now just a puppet to him.
  • - After the curfew, Arceneaux makes his grand reveal, saying that The Consul is still the "leader" while Arceneaux actually assumes full control

  • - In one fell swoop, Arceneaux achieved his goal using a good for nothing convict, allowing him to cease total control of the Industrial Center of C24.
  • It should be noted that Arceneaux previously verbally degraded the state of City 24's external security due to the antlion excursions in the Eastern districts. In response, Orwell, in his madness, oppressed the French. Because he knew Arceneaux was right, City 24 couldn't defend its own territories. The actual, feasible power of City 24's administration was and is diminishing as associations like the MCP have turned to do the job that CCA physically couldn't.

  • - The loyalist society in City 24 is woefully out of touch and is comparable to the decadent roman elite at the near end of the Roman Empire.
  • - City 24's administration cut off Industrial 24 for almost no feasible reason. But was suspected it was either because Industrial 24 was so far away, it was a pain to supply, or that City 24 has been suffering so badly due to the city more or less most of the city becoming flattened by Antlions and synths. The track was cut regardless.
  • - Industrial 24 is its own "entity."
    • Summary: Arceneaux has had the entirety of Industrial 24's society in the palm of his hand for quite some time, no doubt sending proxies in to spread sepertist ideals among the populace. Arceneaux had placed both Resistance attacks in order to both show that Industrial 24's administration was inept and incapable of defending itself, which would create a shadow of incompetence on City 24. As I24 slowly becomes more and more like a military dictatorship with the local MCP creating laws of their own and virtually running the life of the average citizen, Arceneaux has taken advantage of an inept government that really only have one "functioning body" any more, the MCP.

      With I24 secured, Arceneaux can DIRECTLY use his militia forces to do his own bidding without having to worry about the Overwatch stopping him, as well, Arceneaux can use the new industrial center to procure resources for his city, which until months ago, was needing relief efforts. At this point in time, Arceneaux can do virtually anything he wishes, that being to wait until City 24 eventually goes bust and swoop in, or start applying more pressure on to C24

      TLDR: Arceneaux has been behind everything since the antlion attacks, working in the shadows to expand his influence, this isn't the last we'll see of him yet, and he may just reap his revenge on C24.

I probably got A LOT of details wrong or missed. I'm not CCA whatsoever, I'm just a lowly CP that's very nosy.
 
This would be ultimate intrigue and probably whats going on, can't wait for the C13 intervention or Arceneaux being ousted as the mastermind

I really hope Arcenaux isn’t involved with the resistance, like surely there are less dangerous ways to mess with 24 that won’t get you killed if people find out.

Whatever race there will be, it will be quick and swift. City 24 had i24 as it's main and only industrial center. With I24 in the palm of Arceneaux's hand, City 24 will soon bite the bullet and buckle.

Hank is from Terminal 6. He was a District Admin there during our stay.

Industrial Twenty-Four existed long before he was sent there, so he isn't the first prisoner.
