It literally was working out, though. All the counter arguments to Conscripts deploying is staff just making definitive (and provably incorrect) statements. How about you actually contribute to the thread instead of just saying "nooo, it's a bad idea because I'm just a Trial Mod and want to feel like I have some form of sway (even though I'm just yesmanning the higher-ups)"

I've been a Ban Manager in the past I'm not using my sway of being a Tmod lmao (Literally asked by HoS to return)

Anyways, Conscripts will never work long term because they actively kill City RP, especially in a map like Industrial 24, everybody will want to be a Conscript, carrying away players from City RP and Civil Protection to literally just wander around with your gun because its the easiest Combine Faction to access (You can literally get in it ICly with a few credits) and sporadically shoot a few NPCs spawned by staff.

The Faction is meant to be an event faction and will never benefit the server if it is constantly there.

I'm not staff and I'm saying the conscripts are shit and undermine the entire job of Civil Protection . 'Outlands' duty is completely done by Civil Protection base game . They're in this purgatory of being an event faction because their entire job ruins the experience of citizens, cops and OTA . Nobody likes them

I think Conscript RP did benefit the server. Frankly, I agree with you about people flooding to the faction, but instead of punishing the players that have been being told for several months we'll get our in-city deployment (which happened once for a week) you can just rework how people are included into the faction. I think IC recruitment is the move, but perhaps just a cap on the amount of people able to sign up for the faction.

CSF as a faction is barely regarded with any form of respect OOC. We will literally be told 24 hours before something is happening that we should get ready for an event. We'll be told of an event happening later in the week, only to be told the same day that it's just been cancelled and forgotten. CRU have been requesting ICly that we deploy alongside them to help with their missions so they can have actual firepower, and have gotten nothing.

CSF players are constantly strung along by staff and told the cool stuff is coming... yet it never comes. For an 'event faction', we tend to get pushed aside for a lot of events. Either that, or told that we're not having any event at all. If you want CSF to stop begging for in-city deployment, then perhaps actually give them events to deploy to. Let them join the CRU's expos, let them help a CP expo, just start actually including them instead of just going "No, you'll never benefit the server". Cause from the week we were deployed, I saw plenty of roleplay actually happening.

I think Conscript RP did benefit the server.

Yes and no. Mostly no, however.

CCR presence was intensely smothering for any type of below the board RP. The sheer amount of Combine forces on the map made any rebellious or even criminal activity basically null and void for anyone but the certified S2Ker's of the server, who already had maximized kits.

While an interesting premise having them around and while capable of bringing good RP, the result is just way too many cooks in the Combine kitchen. Stifling other factions or groups ability to function.

Its always been that CCR is an event faction that constantly bucks for a permanent spot which it simply cannot maintain.
Even when it is good, such as in City Eight, all of this good comes with severe drawbacks to the rest of the server. In that case, it was that City RP was basically entirely dead because half or more of the citizen populace was standing on the wall. Can never forget the time we had a big-ass parade in the city only for like two citizens to even be around to see it (They were all on their CCR characters)

The only way I see CCR working on I24, is if CP's just agree to be replaced by them, outright. Which isn't going to happen. Which, even if it did happen, probably wouldn't be good in the long term, as rebels will then break the eco even more by farming rifles from them.

Other alternatives such as allowing them to deploy with significantly limited numbers then have the issue of a faction which contains 20+ people, since everyone who even looks at it is brought aboard, can only ever have 4 or less online at once. Which will cause issues down the line as most of the faction is forced to never play anyhow.

I remember in i24 when they weren't a thing, it was fine. CPs were able to provide firepower but it was with small arms and SMGs which allowed for back and forth battles with rebels who at the time were similarly geared. The only balance issues that happened were the rebels just started getting the OTA carbine rifles out of nowhere.

Conscripts have never been a faction that worked well in city roleplay. It goes without a saying as to why, given they can outright replace cops, and essentially kill citizen roleplay due to their numbers. I've seen some points being brought up about how easy it is to get into the faction. I want to clarify this: IC apps are thoroughly vetted, and we're actually taking into account OOCly who the person behind the character is.

Truth is, in V2, conscripts will never have a place on main permanently. It simply cannot happen, because it simply takes out the HL2 in HL2RP. Not that the current server is the picturesque representation of Half-Life 2, but my main point is that it takes away from the much-needed immersion.

I do agree with the sentiment that's being said around here, and it is why I mostly want conscripts to be reserved for events. Because that is where they actually work. I think the main server has shown that having 23 conscripts flagged on at the same time, kind of kills the rest of the factions.

Also for anyone saying that cops should handle outlands duty: lore-wise, you're fully correct. Though from a gameplay perspective, the MP7A1 and 50 armor is not enough to deal with whatever the GMs throw at you in the outland events. That's probably the only argument I disagree with here. Cops aren't soldiers, and their work should focus mainly on policing the city. OTA could step in, though from a lore perspective they're considered a luxury, given how rare they are. That's why conscripts exist to begin with.
 
All this discussion is just Team "Can we have fun ?" vs Team "Stop having fun."

Most things that happened in Willard are not cannon to HL2 so yeah...
 
In my opinion the conscripts make it feel more like 1984 rather than Half Life 2. The thing with that is that Half Life 2 is supposed to have a much different feel, so with the conscripts it makes the environment feel worse.
 
I think conscripts could only work in the city, if they were more like a reserve force, when duty calls, they get in their barracks and armed themselves.

Honestly, Conscripts is a middle ground between our light skirmishers CPs and Frontliners OTAs. Conscripts just don't have their right spot in, because Overwatch has pretty much everything they need. City 1 for example, conscript work there. Because there is no Synthetic or OTA force on stand-by
 
Conscripts could absolutely work, but not in V2 as it stands; V2 doesn't even work in V2. The balance of power between combine factions would need to be altered, and Civil Protection perform some of the same duties as the conscripts, with the latter being very visible during social unrest to aid the metrocops. People also seem to dismiss the CCR characters being citizen characters most of the time, even when we had things to do in City 8 with manning the wall there was still CCR chars actively in the city. Even in times of peace, conscripts play a role in terms of occasionally raiding houses alongside the metrocops, patrolling alongside them, manning checkpoints when the metrocops can't be bothered, and guarding their own property, even just being in uniform and socialising while essentially "off-duty" would allow them to take part in CityRP and it doesn't hurt anybody. You could put in place rules so that only X number of conscripts can have their combat gear on their person at a time, i.e. off-duty conscripts could still possess a handgun for personal protection, or joint patrols would be significantly less geared-up.

In addition to all of that, it would require the OTA to be rewritten as an EVENT FACTION, not a response force when the Metrocops get shot up, that role goes to the conscripts. Those are actual characters, not NPCs. Furthermore, it would require the OTA to essentially have their role reduced significantly, which again, requires a rewrite of the lore and would generally have to take place within maybe a decade of the seven-hour war.

Overall, the key obstacle to overcome is making the conscripts and metrocops have an overlapping set of duties, and have the two factions actively work together both IC and OOC. You could argue that this just means that rebels now have no way to play because there's too many authority figures, so there would need to be a limit on patrolling CCR and Metrocop personnel (not those on guard duty at checkpoints or buildings, that is a separate duty and they would not leave their post unless something happened literally 10 feet away). What this would also do is introduce diversity to the combine authority, with oppressive metrocops beating down the population but conscripts (depending on the character being RPed) potentially showing another side, whether intentionally or not - that is where player choice needs to come in to things.

Willard has several things that are not canon at all to Half-Life 2, and don't make sense at all. This argument is essentially null
 
I do not wish for the Conscripts to be within Industrial 24 as a common-place entity and I will advocate against it if recommended. I will give my reasoning later as I am going to take a nap now.

I'd give you more expos if expo server wasnt being used to prop i24. I have an entire storyline I'm writing with @Wraygun 🥺
