Currently there is an issue with street laborers approaching the line to get into a workshift who either leave because the line is too long (when a shift might need as many as it can get) or get left out as the last person in line (because they only needed <x> amount of laborers).
I would like to propose a solution, that being that when you press E on the Workshift Announcement Terminal, a menu pops up which asks what the workshift will be doing, and how many laborers will be requested. This could be done by chaining two of the text prompts often seen on padlocks together - even using the cancel button as a way of not announcing a shift if the terminal is accidentally pressed. Spamming the button may also prove to be more challenging with this in place.
Once all of the criteria has been typed in - the regular voiceline about your scheduled workshift will still play, but the line in chat will specify what the shift's purpose is as well as how many laborers are requested. I have made a mockup below of what this would look like in game.
