Explain the socio-stability index codes in your own words. Describe Dispatch's role under all of these conditions, and the protocols Civil Protection and Citizens must abide by.
BLUE - INTACT
Sociostability is at 100%, there are little to no crimes happening within the city. Ground units are to give leisure but stay weary of their surroundings.
YELLOW - MARGINAL
There is minimal Anti-Civil activity within the city, giving Civil Protection something to worry about. Primary changes being Ration scheduling.
ORANGE - UNREST
Sociostability is actively faltering, Civil Protection AND OTA are now active and seeking.
Guns are to be unholstered, smaller violations are uptiered, and dress code is mandatory.
RED - FRACTURED
Sociostability has now fallen completely, Civil Protection are expected to go out of there way to enforce compliance and order. TAG's are unholstered, mid-tier transgressions are uptiered to high-tier, block raids and curfews are common.
JUDGEMENT WAIVER
All attempts at containing have not worked, all civilians and collaborators are treated as equal threats. Similar procedures to FRACTURED, however OCIN now holds majority of control, with assistance of Rank Leader command.
AUTONOMOUS JUDGEMENT WAIVER
The actions taken in Judgement Waiver failed to secure the city. Civil Protection units are now at liberty to take matters into their own ways, all actions are permissible. Sweeps and raids are not required to seek permission, and are up to the judgement of the Civil Protection units. All weaponry is to be fully active, including explosive ordinance. Rank Leaders are assisting OCIN with command. OTA is to be at full presence.
You are floating around as a scanner and you notice a CP is casually chatting with a citizen, what do you do?
Instruct the Civil Protection unit back to standard directives, if malcompliant issue a Sterilized Credit deduction.
A functionary holding the rank of i1 orders you to check up on an area in the District, how do you respond?
As scanners are within Combine utility, I'd give a brief overlook of the city, and report status of the area.
You notice a functionary with the rank of i5 entering the Condemned Zone by themselves. There are no command units online, how do you respond?
Request a status report from the i5, as well as instructing them to pull back from the area. If the unit complies, a sterilized credit deduction will be issued, however if it is met with malcompliance, a team will be dispatched (OOCLY via #ic-request) to the units location for extraction, giving active Rank Leaders information to the scenario, giving them the responsibility of issuing punishment.
The sociostability code is blue, and rebels just spontaneously committed an armed attack on a checkpoint. The checkpoint is burning and Civil Protection hasn't been notified yet. What steps do you take?
First step to take a picture of the scene, giving the best attempt at capturing as many of the rebels as possible in one picture. Second, an [INTEL] announcement will be made to all active Protection Teams to the 51b and 67 Civil Incursion, ordering a Code 3 response. Finally, the socio-status will be updated to Unrest Procedure.
An Overwatch Ordinal just requested you over the radio to accompany them to a sweep. Civil Protection duties are currently difficult and units are finding it difficult to maintain control. What do you do?
Enforce priority over already contained areas, PCS-1/2 and Industrial Zone 1 (I24), give Command Units-- i2+ -- autonomy to order Ground Units as they see fit to enforce stability within the priority specific zones. Then, I would accompany the Stabilization Team on their sweep, providing recon.
