District 9 CP complaints/whatnot

As a CP player myself, I have to agree with some of the points made by other players around here, namely the fact that the faction in general tends to be too trigger-happy when it comes to handing out punishments and often tend to go for the stricter punishments as opposed to the less strict ones. Back in District 43, I remember reading in guides about how you should often pick the lesser punishment in a situation where the verdict isn't entirely clear rather than the stricter one precisely because of situations like these where it tends to stifle other people's RP in various ways. Used to be we were more strict about when a 505 verdict would be applied to someone running away from us too compared to now. Also, the fact that there isn't much for us to be doing in the downtime between anything major going on in the city, which motivates CPs to go out and harass citizens randomly due to the way we set up the rules for this map (I was against the idea of enforcing verbal transgression violations for talking outside even before we made the map switch, and the way it's been enforced so far is just confirming my fears for it stifling citizen RP). I do know that the prison camp in the Outlands we're setting up should serve as a way to offer players more alternatives to getting amputated, which is good, because the less reasons we have to PK people over various crimes, the better.

I understand that there are IC reasons for why the faction is meant to be more strict in this district compared to the previous map, and I'm willing to make less of an effort to fraternize with citizens than I would've on the old map for these reasons (even if I preferred being able to interact with civilians in non-hostile ways more often), but I'm personally of the opinion that leaning too hard into the dystopian roleplay aspects just makes it harder for people to do much of anything, which serves to stifle RP in the city not just for the citizens, but for CP players too. On that note, I'm interested in finding ways to make the oppression more of a dynamic thing, with suggestions like what RedHotGinger said about the socio-status being more of an active thing rather than just dipping below yellow once in a blue moon, though I understand changes like these would be hard to implement and would likely require a lot of consultation with staff and the CT to see how it could work, if at all.

Another way that I think the issue of Civil Protection being too punitive could be fixed, is to apply this idea of picking the less punitive options for various transgressions to the way Dispatch works too, since I've noticed a lot of the newer Dispatch players tend to be more strict with how they have functionaries enforce verdicts and also more strict with how they punish functionaries for not doing their jobs, to the point where they sometimes don't even give the CP players a verbal warning to do their job before punishing them with a STC deduction or a 99 charge or other stuff like that.

As for another issue that some people mentioned, namely the issue of the reliance on S2K binds and such, I think that the bigger burden for roleplay should be on Civil Protection players in these situations. That is to say, I think that the CP players should always make an effort to initiate S2RP in the vast majority of situations and only go to S2K if the citizen/rebel players in that situation would prefer doing S2K to S2RP (either stating that they want it in looc or something, or shooting at us first without relying on /me's or something), even in places where citizens would automatically get amputated for tresspassing like in the QZ (though I understand there are IC reasons for why we have to amputate everyone who was caught in the QZ specifically).

Ultimately, I think some of these issues will likely be addressed soon, since, as I mentioned before, I do think that the prison camp in the Outlands will provide a good way for people to avoid amputation even for red+ violations and to be provided with more unique RP opportunities within the prison camp, so long as it's handled well. Given the way it is currently, I think it's on the right track, but we'll wait and see how it plays out still. Aside from that, some of these other issues will likely need to be addressed in different ways, assuming some of them can even be addressed in any meaningful way in the first place ( I leave that to the faction leads to decide with staff and the CT, though).

Problems are mostly an IC (skill) Issue. CPs ruining peoples rp and busting up people's groups is done in character and always resolved out of character. Nothing will change because even if people get pissed enough to revolt and succeed, CM is going to step in and void the city going to shit in order to keep the status quo going. So rebelling is OOCly pointless, even if your characters are at a boiling point. The most they can do is shotcop until they're caught.

Most people wouldn't take the risk even if there was a hope of changing something. Because most people aren't going to try and rebel if the first response from the government is to kill them if they hold a simple protest.

Even that, I imagine, is difficult, at least for factions other than citizens, since, quite honestly, if a vort shotcops 3 CP's, everyone goes insane. Nobody bats an eye when CPs amputate and PK individuals on a regular basis. Not to mention the fact that the user of the vort in question, who committed the shotcop, had lost his WL because of it. So all of that enthusiasm, or whatever it's called these days on here, is pointless. This leads to one thing, which I presume everyone who understands the issue is aware of.

Then there are TBC concerns, which I'm sure would be addressed if not brought up in an unsettling way after whatever circumstance resulted in a handful of character(s) getting permakilled, which then leads to the situation being entirely voided, or re-done in an effort to favor one faction or the other. At least, that's how it appears to have been for who knows how long. Either that or unorthodox nonsense with only one POV being examined and twenty or more POVs through undisclosed private channel chattery; this leads to a misleading perception of conclusions being reached by everyone (by those who had not been favored of, or even by everybody in a scenario), which brings us back to a continuous railroad of transparency issues, shedding light on the clear (from a single POV) assumption that bias was involved in the final decision made since the remainder had been presumably concealed away.

Not really a complaint, but more of a suggestion to make gameplay around cops more beneficial for every other faction in the game.

Every member of Civil Protection should be assigned a public serial number stitched to the uniform in plain view. It won't reveal their identities, but it will let them be held accountable for any overstepping.

Imagine being able to report cops without resorting to "I don't know, he kind of sounded like he had a Mexican accent..."

There are arguments for and against reporting CP's.

That being said, claiming that CP's should be immune to any form of risk for "RP'ing" (I.E breaking their legs because they looked at them wrong) with citizens is a really bad one. Nobody is going to report a CP for saying hello to them...

If a false report does go through, then the civ will be double-screwed.

No, that's an IC thing and they can do whatever they desire. Same thing applies with the OSF complaint. You're under an oppressive regime, the authorities are going to insult you whether you like it or not.
Prebinds and lack of proper /me and PK hungry. It says all basically and the best example was just recent. Some GM did a little mini event made an Ukrainian Woman and tried to assassinate the Vittani Leader and I stopped it by tackling her and basically hand to hand combat, which was absolutely fine she RPd so that I won and everything was fine wouldn't mind the challange, but some random CP (We had 7 around us) all pulled their guns and just randomly started "/me opens fire on her without hesitation." I even told them over looc that you could PLS DON'T start /me magdump. Let the people RP it out first instead of using your gun like a player, who got first time I5 and his first gun in HL2RP. There is no point on just /me guns down said person. You can do RP. You CPs get Hand-to-Hand combat training, which you never use because you just result your gun to work, then you wouldn't be able to fist fight a Citizen because you only had it once and never trained it.
I'll agree that using S2K binds in an S2RP-esque situation is stupid. Also CP's don't get trained in hand-to-hand, why do that when you can just use gun. You'll always have a baton or gun to use at your disposal.

That's gonna happen, that's the system we use. Not a complaint for it here as they're just following the rules. If they're not currently engaged in s2rp, s2k is allowed. That's a thing for Gr4ss I believe. I do think S2RP would be a better tool to rely on, if people would to it right without killing the enjoyment for others, but that won't happen. TBC is off, so that's whatever. At the end of it, they're just following the rules laid out in front of them, even if we don't believe the rules are good.

When you don't? At some point, you get to hand-to-hand combat with someone who has 4 shots of Rave in him
 
CP's don't need CQC training when - if things were RP'd with complete realism - you could jab someone with a baton and they'd either be on the floor shitting themselves in a seizure or out cold. Its game canon that the batons CP's use are worse than police-issued tasers in voltage. They're nasty to get hit by.

The fact WN is hyper-lethal compared to the source material is neither here-or-there and nobody would like cops who could RP being 'trained' in CQC to win RP.
 
I do not think this is a bad map choice. I think it is just managed bad. Lot's of places we are not allowed to access, like the QZ zone. The QZ zone should be allowed to be entered and should be a fully propped and decked out area for slummers to RP in. Add some door that teleports you to the other slum area in the city so the two places are connected as one slums area.

Biggest complaint I have is going out of their way to PK people when they have plenty of chance to capture, imprison, or just let them off with a very heavy beating. Had a few encounters with them in the QZ a few weeks ago that they just s2k you even when you surrender as they yell <:Amputate:> to eachother. In the city recently, they go out of their way to charge people and beat people, when we have not even been doing any rebel activity. I just think the dystopian oppressiveness has gone to far and is snuffing out good rp scenarios, mixed with the lack of ways to do rebel rp with how the map currently is, leads to a bad taste in my mouth.

Also the game is boring now that the smugglers are broken, can not progress economically rebel side.
In regards to Civil Protection needlessly amputating and beating at will, is partly due to the new expectations of CP units. Because its an Industrial district, and is more gritty, CPs are almost expected to roleplay more brutally and oppressive than before.

Though some people's CPs equate this to charging people for everything, thus lowering their SC, making the grind even more tedious. Same with amputations. However the outlands prison will be opening soon, and that'll be much better RP wise than amputating every red tier or (multiple) orange tier violator, ending that character's development.

(inb4 'thread is about map not CP'); tho its partly the map change itself that brought about a change in CP rp style)

1. I dislike the command units in Civil Protection OOCly. They do a good job in RP but they don’t really do much in a command standpoint.

2. Civil Protection as a faction is mediocre. The roleplay is noticeably lacking for a lot of people and even some of the more experienced members of the faction don’t RP as well, it got to the point where the faction leaders have had to complain about it in announcements and it irritates some of us that they even have to make announcements like that. Honestly, I’m not surprised as to why people call for a faction reform.

3. The Auxiliary portion of the faction is literally non-existent. Either remove it entirely or actually get people to care for it instead of just leaving it in the dust.

4. Training should be implemented into the faction again as apparently training for Recruits aren’t mandatory anymore with the map transition over to terminal 6. It’s a terrible idea and I don’t know why the leads decided this is was a good idea as it incentivizes newer recruits to learn the ropes by themselves or gain loose advice from their partners and go off of that. Learning the ropes by myself in Under Red Skies as a CP was hard as there was nobody there to help tell me and teach me what to do, imagine the actual main server.

5. This may sound like a nitpick but there’s generally not much for us to do other than patrol, beat people up, search for any BOLs, go back at Nexus and stand around and do nothing until we have to do it all over again. There’s no special events that we can do as it’s up to command units if they want to do something like that, we have a whole classroom, shooting range and boxing ring which is never used, etc. It’s gotten to the point where playing as a CP is another chore on the server rather than having fun rping as it.
So from what I have heard about Aux is that they only did one recruitment drive and thats when the branch came out and no one was doing those drives so they shutdown a program that could have been so good.
