The Combine Civil Administration, whom were deemed out of action, by the Western bureaucrats. A temporary government over the remaining land was instated. Compromised of the remaining and relatively safe Western district administrators and officials. The 'NCCA' or 'New' Combine Civil Administration as unofficially referred to by the populace, govern in the true CCA's absence.
District Eleven's District Administrator ascended as the 'unofficial' head of state. With this development, as one might guess, the title of 'District Administrator', remains vacant. And thus, as ordered by the government, an election is to be held within the coming weeks.

Andrey Vus, a Belarusian man born in 1972, the peak of the Soviet Unions reign. Andrey Vus's father was very much against Communism, believing it to be against god and Human Rights. He was raised on Democratic Ideals and freedom, and became very much against Socialism and Communism. And through out his life he protested it, and was detained in 1988 when he was arrested when he was 15 and remained in prison until 1992 November 20th, around a year after the soviet union fell, as it took a while for people for the court to find out he even got arrested.
For a while, he was free until fate decided his life was getting to easy to soon, thus the portal storms occurred, turning his whole world upside down causing panic in his nation and destroying all order and peace He had no idea what to think of it, deciding to stay in hiding with his friends.
His first encounter of the Vortigaunts was not of violence shockingly, he had actually only saw one 3 weeks later until actually finding them. Scared and uneasy at first, he still allowed them to help him and his friends. But his general trust on them is low, and prefers them to be in their own land.
When the combine arrived, he believed them to be the saviors of this mess. Believing its war on humanity to be humanities fault for not helping them, until it began to enact policies he wished to abolish entirely from Europe. He thought it was destiny for him to be under this kind of rule, and seeing the vortigaunt be enslaved did make him wonder if his species was next. Andrey Vus was marked for rallying a protest for Democracy and removal of propaganda, the protest was peaceful until he began to hear that many were simply being put down via shooting them.. He thought war was impossible with the combine due to how advanced they were. So, he decided to work on his status and get into loyalty, reaching Tier - 4 BLUE. He formed the D U C. The Democratic Union Coalition. The D U C's objective was to enforce Democracy, and allow more freedom to the people.
The Unions Court - The Unions Court is as the name suggests, a court that will judge people on crime and allow people to defend themselves. Along with this the 'Gate Keepers' people above Tier-2 loyalty and a clean record that will act as judges. Allowing some crimes that would have you executed or removed of high loyalty tiers to be defended and disputed.
Freedom of Religion and Marriage - Andrey Vus plans to make freedom of religion common, seeing it as a great way to increase stability. Along with marriage, allowing people to be with the ones they love without having to be at a certain tier and with the combine breathing down your necks.
Biotic District - The Biotic District will be placed in the slums, or a floor on a housing block to put Biotics and Humans apart. Believing it to be a good way to lower tensions between the two, and allow vortigaunts to converse in private areas without Humans intruding on them. All though, if they wish to stay out of their districts they will still be punished for Flux-Shifting
Prisons - Instead of killing everyone, some crimes will give you a sentence or relocation. I-E, multiple crimes, or attacking an officer (I-E punching them, or attacking them in a riot) Riots will be dealt with a prison sentence, and not be executed as such. Prisons will act as a way to discourage people in doing crime, and allow them to be true citizens.
Increased Security - To discourage shootings and bombings, the infrastructure and Civil Protection count at important areas will be increased. I-E | RDT - CWU/CMRU Facilities. And housing blocks.
Education for CWU/CMRU Facilities - The CWU/CMRU will be given the funding needed to teach people how to work in their facilities before they join them, and assist with their activities or missions even if they aren't in those Union Facilities.
Forced Labor and the Death Sentence - For those who do horrible crimes, I-E bombing RDT, killing cops, and any terrorist acts will have you either executed. Or a chance of redemption, and put into a work camp and work until your back breaks.
Anti Terror Act - Raids on Terrorist/Rebel groups will become more common in the outlands to remove any huge threat in the region.
Total Abolishment of Leftist and Far Right Ideals - Any protest or riot or political message of Communism or Nationalism will be met severely as a act of attempting to incite a revolution or riot, and will be met with mass re education.
Vortigaunt - Distrust "Ah.. The Vortigaunts, yes.. I'd prefer if they do not be free and simply stay out of the way and help when needed."
Civil Protection - Respect - Dislike "I respect them, I really really do.. I.. I just wish they were not as violent as they were, and I plan to make things right in that regard. I believe peace can be an option."

The Character: Vittani has been kicking around since I joined the server and has seen four map changes and has been quite expressed in his loyalism. Hosting several rallies and has been trying to get into politics for a while. The last election I was not quite at tier three as I highly disliked the grind. Working with the CLC, MoE and with Waltman I believe it is a perfect time for this character to get in line with applying for DA and working with it.

The Socially enlightened was a group of Citizens working with the DoB, CWU and CLC as a way to get more Citizens into work. The policy follows close along this line which I will not disclose too much here.
A debate will be held today likely during Willard's peak hours. Be on the lookout for an announcement regarding where and when it may occur. DM me if you're unavailable today. Peak hours are typically closer towards night in Western Europe.
