I am okay with this considering that we are probably once again going to increase the OOC timer. The current timer is set to 240.

So could do something like users have 300-420 seconds while donators only wait 180 seconds or less. Overall, I don't really care about OOC too much since I keep it off 24/7 since it ruins any and all immersion and it has nothing of importance in it, just extra clutter in an already convoluted chat box.

Implemented properly. All donators now bypass OOC timers
