The Empowered Enforcement Act.

The current approach to handling malignant elements within city 24 falls short of those in many other cities. To the point of lawlessness in certain districts and an unchecked epidemic of terrorist activities.
Loyal citizens and collaborators go punished as a result of fringe elements with incredibly arbitrary punishments, suspension of rations, while the areas which spawn the most anti-civil activities are ignored.
Additionally, anti-citizens utilize the lax system of social credit to obtain and subvert the collaborative classes, this must be addressed as well.

§1. Abolition of unnecessary ration suspension.
City 24 shall no longer suspend rations, and instead take action directly against fringe elements.
Criteria which currently leads to ration suspension shall instead be used to justify a thorough sweep of the Indigent zone, targeting the source of unchecked malignant elements, rather than starve the working and loyal citizens.

2. Additional security measures.
Within Indigent, several surveillance cameras shall be fitted in areas determined to be of high foot traffic.
Destruction of any cameras within indigent shall determine armed anti-civil activity and justify a sweep.

Checkpoints shall be established, allowing for civil protection to more easily search and question suspicious individuals attempting to enter or exit indigent when the need arises.

Organization of a counter terror armory for civil protection, including rifles, superior body armor and any other necessary equipment to meet the threats found in indigent. Allowance of large patrols to enforce law within indigent, with frequency, size and organization decided by civil protection command.

§3. Restructuring of Social Credit reward criteria.

Social Credit shall be capped at a maximum of 2 for rewards pertaining to work shift service, or work desk participation.
In replacement of this, 2-3 additional social credit shall be awarded to citizens who provide reliable information on anti-civil activity, at officers discretion.

Information which directly assists in the capture and conviction of an anti-citizen for "red tier" anti-civil activity shall reward the reporting citizen with an additional 5 Social Credits.

Speak for yourself about being an asshole in character. I have never seen a checkpoint at any of the slum entrances, people just pass through them freely, and clearly you're not doing anything with your manhacks since the slums is still entirely lawless. Destroying the cameras should result in a sweep because there are rebels openly shooting guns at combine assets, and they will eventually learn to not do that, or self police the slums if they don't want to be raided daily by a large amount of combine players.
We do patrols into slums and do frequent searches on citizens walking in and out of slums when we get the chance. Slums will always remain almost entirely lawless. No matter what you do. We've done many things to slums. We shelled them with headcrab canisters, burned down their apartment block, stores, given mass re-educations, sweeps, raids, etc. plenty of times before. Yet here they are still. Wandering about with their gun out with full gear and stuff.

Adding cameras into slums will just be a total waste of time considering CPs aren't on 24/7 and rebels can just knock out our cameras when we're off (downtime) or when there's not enough CPs on to handle it. So literally we can wake up in the morning, notice the camera is dead, but doing a sweep would be pointless because we're super late. Plus, ICly it'll be a waste of resources and money. It wouldn't make sense for us to constantly replace cameras every time they go down so easily. That and it's really annoying already for both CPs and the CWU to deal with (Not really having fun with it, we're fine as is right now).

CPs do sweeps when we know something is actively happening and as I mentioned earlier, we're doing patrols. If we were to do sweeps for damaged cameras within slums, there will literally be a sweep every day if we even bother fixing them. Patrols won't be frequent and I doubt they'll do much but it's at least something for now. To add onto this, slums is a fucky place. So many twists and turns. A four or six man team is really not enough to figure out where they went. Even if they were just across us, they can potentially lose us easily if we guess the wrong direction.

Rebels aren't going to roll over and die if we do frequent sweeps. The only thing they're going to learn is how to fuck over the sweeps that keep coming in by ambushing them. And they are really crafty characters. It's not a simple matter. The only thing we can all do is be in a constant struggle between each other till the end game (Idk when server is being shutdown and we do one last event to determine the fate of the City) comes.

And to give more details about the ration suspension thing, we're no longer a loyalist city. Why would we try to be more lenient on the city? Civil Protection is trying to get everyone in line, including loyalists regardless of tier. And we know that the loyalists aren't the exact people causing the attacks, but that's not the point. We're punishing everyone because we simply can. Because people aren't reporting anti-civil activity or not trying hard enough or whatever bullshit reason we can shit out.
