Bug Empty Health Vials

Not sure if this is a bug or not but the 'Empty Health Vial' item, while having in its description 'This item can be broken down into its basic components with the Crafting skill', is not, in fact, able to be broken down into its basic components with the Crafting skill.
If you have them with you and open the crafting skill menu, then look up 'Health' or 'Vial' you will find nothing.
