CITY-24, SECURITY COUNCIL
The Establishment of the Cabinet Administration and Divisional Constituency Dictum of Geneva is a legislative act that enacts the prompting of the establishment of a City-Administration cabinet for the 'Heartwick-Administration' made out of existing Directors/ Minister, expectantly already apart of the Combine Civil Administration and from the Collaborator's Party. Cabinet ministers portfolios are limited to, (Labour & Manpower, Civic-Protection Affairs, Intelligence, Health, Finance and Civic-Enlightenment). Which are limited to one Minister each and if the City-Administrator so desires, authorized to appoint 'Ministers without Portfolio' into the Cabinet. As for the divisional constituency's function, it is the instantaneous institution of four 'District-Constituencies' around City-24 (Willard, Victory, Triumph and Indigent-Street) and be represented and each individually managed by four members of the Security Council, which will be appointed in the discretion of both the City-Administrator and Chairman, that's of Adviser and above precedent positions.

i. The formation of a City-Administration Ministerial Cabinet
- Ministerial positions and Portfolio are not limited to, Labour & Manpower, Civic-Protection Affairs, Intelligence, Health, Finance, Civic-Enlightenment and Minister without Portfolio.
- Incentivization of the appointment of pre-appointed Directors or Ministers of existing branches within the CCA to their appropriate Ministerial Portfolios.
- Cabinet meetings are to be held once every week, which will be headed by the City and Vice City-Administrator of City-24.
ii. Division of City-24 and establish of Constituencies for each individual District-Constituencies
- District-Councilors will be a part of the Security Council and SC Councilors who holds the title of 'Advisor' and above, are eligible to seek appointment as a District-Councilor through both the City-Administrator and Chairman's approval.
- One District-Councilor to be appointed for each of the four District-Constituencies and is responsible for daily proper functions of the region while playing an active part of the local community. (Hosting Consultation-Surgeries, hosting social events, addressing concerns to the populace).
- District-Councilors holds no authority over governmental related hierarchical influences, such as Civil Unions and Civil Protection operations, but are invigorated in conveying concerns of the community.
- All Four District-Councilors are to congress together with both the City and Vice-City Administrator once on a weekly basis, to provide a briefing of the current state of their respective District-Constituencies.
