Born in the spring of 1955 in France Christian Dumas has alway's been a rather unlucky man. His mother died a short time after giving birth to him. He never really accepted it, from the moment she died something died in him. Even though he would never understand what it’s like to live with a mother by his side, it’s never been a "Proper problem.". Nevertheless something was missing in him. Being raised by a single father is never a good thing for a child. And that’s what was proven in Christian’s case. He grew up apathetic, although he was shown to have some humor. Joy has always been something difficult to understand for him. But he knows anger, frustation and stress. And growing up he was always surrounded by disasters, whether they were emotional or physical. Around him, nothing seemed to go well or as planned. But as an adult this trend would change quite drasticly. He went from an unlucky child to a successful bureaucrat. He had a certain talent, a talent to make the lives of others miserable. The French bureaucracy was therefore ideal for him. Joining the AFA (Agence française anticorruption) he began his career as a rising star. Arresting famous criminals and corrupted bureaucrats. The French system at the time was poorly equipped to counter tax fraud, but all those who crossed the road of Christian, nevertheless were most often behind the bars without delay. He was competent, his ability to make people miserable was unique. The phrase "I am from the government and I am here to help" was often used ironically by Christian, he drew a lot of satisfaction to observe the misfortune of others. He quickly left the AFA, because for some reason it no longer brought him as much satisfaction as before. He became "Huissier de Justice" going to work with a smile on his face at the prospect of expropriating men, women and children.
Contrary to what one might think, the occupiers arrival barely changed anything for the old man. He was in Paris at the time of the war, he was quickly enrolled by the administration after miraculously surviving the battle for the City. The occupants eagerly sought administrators and civil servants. Such a position was rapidly taken by Christian. Quickly joining the Ministry of Economy of the newly proclaimed "City 13". He was brilliant, with his help the reconstruction of Paris was all the more glorious. He had a talent, the talent of seeing people as assets rather than people. His talents brought him the interest of the high sphere of the city. And over the years he climbed the ranks of the administration. Becoming after several years indispensable to the industrial machine of the city. It was him who pushed with fervour and determination the automation of the City 13 industry. Following Arceneaux’s announcement on the financial status of City 24 during the City Security Council, he was chosen by Arceneaux in person, his mission is simple. Make City 24 pay by any means.

These people are mostly corrupted, I wouldn't trust any of them, except those from City 13. But Filth is rampant in City 24, none of them deserve either respect or gratitude.
They all work for themself's and not for their city. That's how their finances got there in the first place.

A bunch of dogs at the service of everyone that could be above them. They don't have self respect, most of them are rats, nothing I can't bare though. I have worked with that kind of people my entire life.
But sometimes it can get frustrating how some of them do anything for a promotion. They could kill each other at any time if wasn't for the Civil Protection.

Their pitiful attempt at making change is amusing to me. They won't ever achieve anything that matters, none of us can in today's world. A good man, he knows what's best for his City. I respect him just like he respects me... Some might say he is a master mind for what he did, what he became.
I would say he is just an average Frenchman, more competent than the average City 24 Resident. At least he is not from Albion... I can't stand those Brit's.

He is the man from the ministry of progress or something like that... Can't remember his exact position in the CCA, though I'm pretty sure that I threatened him with deportation.
I can't quite remember what we talked about though I recall that he seemed to be one of the "competent" man of the city.

Just a bunch of "Wanna be cops" I don't understand the point of letting them stay around. I talked to some of them, a bunch of retards that thinks they are useful to the overall security of the city. We don't have them in C13 and I'm thankful for it. They should just recruit them in the civil protection if they have security problems in C24.
