

In an effort to enhance social cohesion and deter civil code violations, it is imperative that the citizens of City 24 are reminded of the consequences of non-compliant behavior. The current lack of exposure to these consequences has led to increased insubordination and misguided beliefs. By amending the prosecution procedures employed by Civil Protection, conformity can be further reinforced.
This act also presents an opportunity for local collaborator organizers to arrange viewing parties and educational workshops during high-profile executions. These "Exhibitions of Justice" will serve to strengthen loyalty to our benefactors and promote the marginalization of dissenters.
The proposed amendments are as follows:
1. A. Civil Protection officers retain the discretion to relocate prisoners scheduled for amputation if deemed necessary. However, they are encouraged to conduct public executions whenever feasible.
2. In order to facilitate the public execution of high-profile anti-citizens, an execution amphitheater shall be constructed on either Willard or Victory Street. The amphitheater's purpose is to provide a secure location for executions while allowing the public to witness the Exhibitions of Justice firsthand.
2. A. Construction of the amphitheater shall commence only after the resolution of the Antlion crisis.
2. B. Upon completion of the amphitheater, an independent assessment of its structural integrity and security capabilities during exhibitions must be conducted by either the Ministry of Civil Protection or qualified Combine Civil Authority specialists.
3. Local collaborator organizers are authorized and encouraged to establish viewing parties and educational workshops in conjunction with Exhibitions of Justice. These events shall serve to foster loyalty to the ruling authority and promote a shared sense of unity against dissident elements.
3. A. Organizers of viewing parties and educational workshops shall register their events with the Security Council and adhere to any guidelines or requirements provided.
3. B. Collaborator organizers who demonstrate exceptional dedication and effectiveness in promoting loyalty and conformity may be eligible for Monetary Credit bonuses or special commendation.
